366-9564 The National Highway Traffic Safety Administration (NHTSA)
intends to negotiate with the Society of Automotive Engineers (SAE)
International, for the continuation of assignment and maintenance of
the World Manufacturer Identifiers (WMI) in accordance with FMVSS 115,
Vehicle Identification Numbers (VIN) - Basic Requirements and Part
565, Vehicle Identification Numbers (VIN) - Content Requirements.
Specifically, the contractor shall: 1) Act as an agent for NHTSA in
assigning and maintaining unique WMI's for manufacturers who intend to
produce vehicles for sale in the USA, 2) Assign WMI's within 30 days
of receiving a request from a manufacturer, 3) Respond within 30 days
to mail or telephone inquires regarding assignment of WMI's or about
their significance as part of the 17 digit unique vehicle
identification numbering system, 4) Publish an annual compendium of the
assigned WMI's sorted alphabetically by manufacturer and also by
country of manufacture. Compendium shall be updated bimonthly as
information is received, and 5) The publication information shall be
furnished to NHTSA in a computer format for NHTSA use on IBM or IBM
Compatible hardware. The data shall be recorded in ''DBASEIII Plus''
format. The duration of this contract will be for a base award of 12
months with 3 one year options. No Request For Proposal (RFP) is
available nor will one be made available. Interested parties believing
they are capable of fulfilling the above requirement must respond to
this notice within 15 days after its appearance in the CBD. Responses
must include complete pricing data and must demonstrate, through
submission of a written capability statement that they can meet the
