The proposed acquisition is to provide prevention and counseling services to all Carderock and Annapolis site employees, and all detachment employees except Philadelphia (approximately 2550 employees). EAP counselors shall provide on-site services at the Carderock and Annapolis sites, while detachment services shall be provided via telephone, employee assessment, and referral to community professionals. EAP services shall also be available to dependent family members of NSWCCD employees. The EAP shall assist employees in addressing a broad range of problem areas including: stress related situations; mental and emotional difficulties; personal, family and marriage problems; alcohol and drug dependencies; bereavement support; and legal and financial difficulties. The anticipated period of performance shall be from the effective date of contract through one year, with four option years thereafter. It is estimated to require 8,840 person hours of effort over the entire period of performance.
