35 -- STAMP COIL PACKAGING MACHINE SOL BEP-96-36(N) DUE 072996 POC Contact Jeff Ryan, Contract Specialist, 202/874-2132. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFP is identified by No. BEP-96-36(N) and incorporates provisions and clauses in effect through Federal Acquisition Circular 90-38. This acquisition is set aside 100% for small businesses under SIC code 3565 and has a small business size standard of 500 employees. The contract type will be firm fixed priced. The scope of work will be for the manufacture, delivery, installation, testing and training of one packaging machine (CLIN 01), with an option for a second packaging machine (CLIN 02), to be used in the packaging of coils of U.S. postage stamps. The option will be excerised within ninety (90) calender days of contract award. The machine shall have the following characteristics: a feeder conveyor, an automatic form fill and seal wrapper, film sealing, a delivery conveyor (minimum two foot (610 mm) long) and a correspondingly sized shrink tunnel. The machine shall be easily adjustable from a minimum of 3'' (76 mm) wide by 1/8'' (3.1 mm) high by 24'' (610 mm) long to a maximum of 16'' (406 mm) wide by 4'' (102 mm) high by 24'' (610 mm) long. The machine shall be capable of accepting the following sized packages: minimum of 3.75'' (95 mm) O.D. by 1.125'' (28.6 mm) high to 12'' (305 mm) O.D. by 1.125'' (28.6 mm) high. The time for adjusting from one size package to another (including the time required to change the film roll) shall not exceed 30 minutes. The machine shall have a minimum production rate of 75 packages per hour based on a 4'' (102 mm) diameter by 0.87' (22.1 mm) high postage stamp coil with a 3'' (76 mm) opening inside diameter. Package sensing devices on the machine shall be capable of sensing packages with the open inside diameter. A filming perforating unit shall be provided for air release in the package. The package shall have a side seal (Note that a bottom static lap sealed package is not acceptable). Electrical power (230 volts single phase) is available. Required safety features include emergency stop buttons, safety interlocks, emergency reverse, air cylinder safety open seal jaws, low voltage sensors, and tamper resistant controls. The machine shall be constructed in accordance with the National Electric Code and applicable sections of OSHA. The machine shall also include a high speed shrink tunnel with controlled air flow, adjustable height air duct, automatic temperature control, variable speed conveyor, a stainless steal belt and an extended infeed to the tunnel. Noise level shall not exceed 85 dBA at a distance of 36 inches (914 mm) from any point on the machine at a height of 48'' (1,220 mm) above the floor. The machine's spoilage rate shall be less than 4% of total throughput (which includes any rejected packages caused by the machine but excludes any extraneous causes such as material film problems and operator error). The Contractor is required to deliver the machine within 30 days of contract award (offerors are encouraged to propose an accelerated delivery schedule). The machine shall be delivered FOB destination within consignee's premises to the BEP's Shipping & Receiving Department located on D St. between 13th & 14th Sts., SW, Washington, DC 20228-0001. The Contractor is required to contact the BEP's Shipping and Receiving section's appointment hotline (202) 874-2333, at least twenty-four (24) hours in advance to schedule all deliveries. The Contractor will be responsible for unpacking the machine, installing it in Room D-400 (Main Building), and conducting the Bureau Acceptance Test (BAT) to inspect the machine for compliance with the specifications. The BAT test will include three (3) two hour production runs (one for each of the three package sizes) to determine if the machine complies with specified spoilage and noise requirements and the following performance requirements: 1) 7,200 wrapped packages of the 3.75'' (95 mm) O.D. stamp coils; 2) 1,200 wrapped packages of the 4.75'' (121 mm) O.D. coils; and 3) 360 wrapped packages of the 10.875'' (276 mm) O.D. coils. After successful completion of the BAT test, the Contractor is responsible for providing a start-up technician to provide one week (40 hours) of training and troubleshooting. The FAR provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition and includes the following addenda: Offerors wanting to observe the BEP's stamp packaging operations should contact Jeff Ryan at (202) 874-2132 as soon as possible to schedule a site visit. Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. The FAR provisions at 52.212-2, Evaluation--Commercial Items is applicable and includes the following addenda: Paragraph (a) is hereby modified to identify the following evaluation factors: 1) conformance with technical requirements; 2) the proposed delivery schedule; 3) the offeror's qualifications; and 4) the offeror's past performance. In determining which proposal offers the greatest value or advantage to the Government, overall price or cost to the Government will be comparable in importance to overall technical merit. The machine's technical requirements will be rated as significantly more important than the proposed delivery schedule. The offeror's past performance and qualifications will be of equal importance, but less important than the proposed delivery schedule. Between substantially equal proposals, the proposed price or cost will become the determining factor in selection for award. Between proposals with different proposal ratings, a determination will be made as to whether the additional technical merit or benefits reflected by a higher priced proposal warrants payment of the additional price or cost. FAR 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition and includes the following addenda: Paragraph (a) is hereby modified to identify the constructive acceptance period of seven (7) calendar days after completion of the Bureau Acceptance Test (BAT).
