(908) 532-5456. The US Army Communications-Electronics Command is
planning to acquire the Low-Rate Initial Production (LRIP) of the
following Horizontal Technology Integration (HTI) 2nd Generation
Forward Looking Infrared (FLIR) Systems: the M1A2 Commander's
Independent Thermal Viewer (CITV), the M1A2 Thermal Imaging System
(TIS), the HTI NV-80 B-Kit in support of the Bradley A3 Improved
Bradley Acquisition System (IBAS) and Commander's Independent Viewer
(CIV), and associated spare parts. The HTI 2nd Generation FLIR System
is an 8-12 micron scanning system which utilizes a Standard Advanced
Dewar Assembly (SADA) II detector. Solicitation DAAB07-96-R-J479 is
with Texas Instruments and DAAB07-97-R-J484 is with Hughes Aircraft
Company. Two sole-source Firm-Fixed Price contracts are anticipated.
Non-competitive negotiations with Texas Instruments are anticipated for
the LRIP procurement of the M1A2 CITV and the HTI NV-80 B-Kit. Texas
Instruments is the co-developer of the HTI 2nd Generation FLIR and is
the sole producer of the 1st generation M1A2 CITV. Non-competitive
negotiations with Hughes Aircraft Company are anticipated for the LRIP
procurement of the M1A2 TIS and the NV-80 B-Kit. Hughes is the
co-developer of the HTI 2nd Generation FLIR and is the sole producer of
the 1st Generation M1A2 TIS. Total quantities to be procured, on these
contracts are: 54 B-Kits plus options for an additional 144; 12 TIS
plus options for an additional 120; and 12 CITV plus options for an
additional 120. Contract awards are projected for November 1996 with
first deliveries beginning March 1998. Draft Statement of Work,
performance specifications, Interface Control Documents, and delivery
requirements are projected for release on the CECOM Electronic Bulletin
Board (EBB) by the end of July 1996. Due to the requirements involved,
this acquisition is classified as SECRET. This classification requires
that any potential contractor be cleared for acces to SECRET
information. All interested contractors possessing a SECRET clearance
should forward their ''in the clear'' address and cage code to US Army
CECOM Acquisition Center, ATTN: : AMSEL-AC-CC-A-CD, T. McConnell, Fort
Monmouth, NJ 07703-5008. The U.S. Army Communications Electronics
Command (CECOM) has established an Electronic Bulletin Board (EBB) to
provide electronic transmittal of Request for Proposals (RFPs) and
Invitations for Bids (IFBs) from Government to Industry. All interested
parties wishing to do business with CECOM are invited to access,
operate, send and receive data from the CECOM EBB system. To become a
user of the EBB, you will need an identification code and password in
addition to a computer terminal equipped with the necessary hardware
and software to interface with the EBB system. A user's identification
code and password will be issued upon request along with instructions
for downloading the EBB User's Manual. All requests must include (1)
company name, (2) point(s) of contact name(s) and title(s), (3) return
address(es) and (4) telephone number(s). Please send your request in
