synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation N63394-96-R-2211 is
issued as a Request for Proposal (RFP). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-37. This is a Total Small Business Set-Aside.
The Standard Industrial Classification Code (SIC) is 3663 and the
business size is 750 employees. The contract line items, quantities and
unit of measure are: CLIN 0001 - 33 Each Low Noise Front End (LNFE)
modules for MK 86 AN/SPG-60 Radar. CLIN 0002 (Option) - 87 Each Low
Noise Front End (LNFE) modules for MK 86 AN/SPG-60 Radar. CLINS 0001
and 0002 shall meet the specification for AN/SPG-60 LOW NOISE FRONT END
(LNFE) MODULES: This specification describes the requirements necessary
to produce the AN/SPG-60 LNFE module (amplifier) which will replace the
current Mixer-Pre IF unit providing a Noise Figure improvement of 6.5
dB minimum. A drawing is available to show the mounting hole location
and connector type. The exact placement of the connectors is not shown,
however, the distance between connectors shall be such that the
associated cables can be easily attached. Requirements: The item
described herein shall be capable of meeting the requirements of this
drawing when operated under or after any of the conditions specified or
combinations thereof. Electrical - Power Consumption: The LNFE modules
shall be capable of operating from a +12 VDC supply voltage. The power
consumption of each module shall not exceed 6 Watts. Adjustments: The
LNFE modules shall meet the specifications described herein without
external adjustments. Test Points: No test points are required. Inputs
and Outputs: a. RF input: The RF input shall be waveguide, capable of
withstanding pressure of 5 psi gauge. Each module shall mate with a
UG-135/U waveguide flange, or equivalent. The waveguide flange shall be
on one end of the enclosure (2'' x 2'' side) and shall be oriented so
that the long dimension of the waveguide is perpendicular to the
module's mounting surface. The mounting holes shall be threaded for
screws with 32 threads per inch and 0.1640 inch body diameter
(MS16995-25). Note: The ''module's mounting surface'' is one of the
2.0'' x 7.0'' surfaces of the enclosure. b. Local oscillator (LO)
input: The LO input shall be 50-Ohm coaxial. The connector on the
module shall be SMA (or equivalent) female. c. IF output: The IF output
shall be 50-Ohm coaxial. The connector on the module shall be TNC
female. d. Power and monitoring signals: a 9-pin, D-type male connector
(J1) shall be provided on each module for DC power, returns, grounds,
and LO power monitoring. It shall mate with a Belden DEM-95 or
equivalent connector. A gasket, Beldon DE-53750 or equivalent, shall be
used in mounting the module connector. The pinout for this connector
shall be: Pin 1 +12 VDC Power Supply; Pin 2 Power Supply Shield; Pin 3
Power Supply Return; Pin 4 +12 VDC Power Supply Monitor; Pin 5 No
Connection; Pin 6 No Connection; Pin 7 LO Monitor Shield; Pin 8 LO
Monitor Return; Pin 9 LO Monitor Positive. RF Input Bandwidth: The RF
input bandwidth of each module shall be 8.45 Ghz to 8.75 Ghz minimum.
LO Input Bandwidth: The LO input bandwidth shall be the same as
paragraph 2.2.5 less 60 Mhz. VSWR - RF Port: The VSWR of the RF input
port shall not exceed 1.3:1. VSWR - LO Port: The VSWR of the LO input
port shall not exceed 2.0:1. LO Drive Requirements: The modules shall
be capable of operating within the parameters of this document with an
LO input power which is externally adjustable from -3 dBm to +3 dBm.
The LO drive to the modules can be externally set to any value within
this range, and the correct LO drive to the modules shall fall within
this range. Conversion Gain: The conversion gain of each module, from
RF input port to IF output port, shall be 33 dB, (1 dBm over the
bandwidth specified in paragraph RF Input Bandwidth. IF Center
Frequency: The IF center frequency shall be 60 Mhz. IF Bandwidth: The
IF bandwidth of the IF amplifier, measured at the 3-dB points, shall be
no less than 12 Mhz. Noise Figure: The noise figure over the input RF
band shall not exceed 1.0 dB single sideband. Input Dynamic Range: Each
module shall be capable of handling input RF signals form noise level
to an input power level of -30 dBm. Over this input power range (noise
to -30 dBm), the output shall not deviate from linearity by more than
1 dB. IF Output: The IF output shall have a VSWR of 2.5:1 into a
50-Ohm system. The modules shall be unconditionally stable regardless
of load impedance at the IF output. LO Power Monitor: Provision shall
be made for the power level of the LO drive to be monitored from an
external point. The conducted RF interference at the output of the
monitoring point shall be attenuated to a maximum of -75 dBm. The load
impedance of the monitoring point will be a 10K (10% resistor in shunt
with a 0.01 micro farad capacitance during monitoring. Module
electrical characteristics shall not be degraded when the LO power
monitor is activated or short-circuited. The short-circuit condition
prevails when the LO power is not being monitored. For a (1 dB
variation of the LO level from +1 dBm, the LO monitoring voltage shall
be positive and within the limits of 45 mVDC and 133 mVDC. An
internally factory adjusted pot shall be used which will center the
monitoring meter at 88 mVDC for a +1 dBm LO input. Power Supply
Monitor: Provision shall be made for the +12 VDC Power Supply level to
be monitored from an external point. The conducted RF interference at
the output of the monitoring point shall be attenuated to a maximum of
-75 dBm. The load impedance of the monitoring point will be a 10K +/-
10% resistor in shunt with a 0.01 micro farad capacitance during
monitoring. Module electrical characteristics shall not be degraded
when the +12 VDC Power Supply monitor is activated or short-circuited.
The short-circuit condition prevails when the +12 VDC power is not
being monitored. The +12 VDC monitoring voltage shall be positive and
within the limits of 45 mVDC and 133 mVDC. An internally factory
adjusted pot shall be used which will center the monitoring meter at 88
mVDC for a +12 VDC input. LO Isolation from RF and IF Ports: Good
engineering shall be used to make sure the leakage form the LO to the
RF and IF ports is minimized. Any testing of RF leakage will be
performed by the purchaser. Transmitter Leakage: The RF input to each
module shall withstand peak inputs of 32 mW (+15 dBm) peak power (0.14
duty cycle - average power (+8 dBm) without long-term degradation of
noise figure or other specifications outlined in section 2 of this
specification. No damage to any part of the module shall result from
long-term exposure to this input power level. Recovery Time: Each
module shall recover from input signal levels as defined in LO
Isolation from RF and IF Ports within 1 micro second maximum. Recovery
time is defined as the time required for the unit to return to normal
operation from a saturated condition. Mechanical: Weight - The weight
of each module shall not exceed 1.5 pounds. Size - Each module shall
fit within in a container whose dimensions do not exceed 2.0 inches
wide, by 7.0 inches long, by 2.0 inches deep (See Figure 1 of drawing).
Connector Placement - The RF input, IF output, and D-type connectors
shall be placed as follows (See Figure 1 of drawing). Waveguide input:
The waveguide input shall be on one end of the enclosure (2.0'' x
2.0'' end) and shall be oriented so that the long dimension of the
waveguide is perpendicular to the mounting surface of the enclosure. D
connector: The D connector shall be mounted on the (2.0'' x 2.0'') end
of the enclosure opposite the waveguide. This connector shall be
oriented so that its long dimension is parallel to the mounting
surface. The D connector shall be placed so that it does not interfere
with installation of cables on the IF and LO connectors. TNC IF
Output: The TNC IF output connector shall be placed on the same (2.0''
x 2.0'') end of the enclosure as the D connector. It shall be placed
farther from the mounting surface than the D connector. It shall be
accessible to cables and wrenches without removing any other cables. It
shall have enough clear space around it to permit mounting SMA coaxial
attenuators without interfering with any other cable or connector. SMA
LO input: The SMA LO input connector shall be place on the same surface
as the D connector and the SMA IF connector. It shall be accessible to
cables and wrenches without removing any other cables. Hardware:
Threaded stud type fasteners of type No. 6-32 shall protrude from the
holes indicated in Figure 1. The length shall be 0.4 in. measured from
the module. Corrosion resistance: Metal parts shall be inherently
resistant to the corrosive action of a moist sea atmosphere. Moisture
and Fungus: The modules shall be moisture and fungus resistant. Finish:
Prime and paint gray. The mounting surface shall be free of paint,
finishes, or materials which will affect electrical continuity. Port
Hueneme Division, Naval Surface Warfare Center requires delivery of
CLIN 0001 on 29 Nov 1996. Option CLIN 0002 quantities may be exercised
before 29 Nov 1996. Option quantities are due 90 days after exercise
of the option. Delivery shall be FOB Destination. The provision at FAR
52.212-1, Instruction to Offerors - Commercial Items, applies to this
acquisition. The Government intends to evaluate offers and award a
contract without discussions with offerors. Therefore, the offeror's
initial offer should contain the offeror's best terms from a price and
technical standpoint. However, the Government deserves the right to
conduct discussions if later determined by the Contracting Officer to
be necessary. Provision at FAR 52.212-2, Evaluation-Commercial Items,
applies to this acquisition. The Government intends to award a contract
resulting from this solicitation to the lowest-priced technically
acceptable responsible offeror. FAR 52.212-4, Contract Terms and
