Contracting Officer 301/496-8628. This is a combined
synopsis/solicitation for commecial items, prepared in accordance with
the format in FAR 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation, proposals are being requested and a written solicitation
will not be issued. The solicitation, No. NO2-BC-66216, is issued as
a Request for Proposal (RFP). The solicitation/contract will include
all applicable provisions and clauses in effect through FAR FAC 90-36.
The Standard Industrial Clasifiction Code is 3827 and the business
size standard is 500 employees. However, this requirement is not set-
aside for small businesses. The laser scanning confocal microscope
system shall meet the following requirements/specifications: A. The
system shall have optimal configuration, integrated by the prime
contract. Further, the prime contractor shall be responsible for the
maintenance and technical support of the integrated system. B. The
system shall have a modular design and be fully upgradeable to
accommodate additional lasers and detectors. C. The system shall
include a fully functional inverted microscope with extremely high
resolution, high contrast optics for transmitted light and fluorescence
applications. This microscope will be equipped with a direct TV or
Keller video port in the base and a 35mm camera port on the front of
the stand to accommodate accessory cameras without interfering with
confocal operation. D. The microscope must be able to accommodate
manipulators, injectors, temperature control, and atmospheric chambers
while remaining accessible and easy to use. E. System shall have an
internal 633nm HeNe laser and an external 220V, 488/568nm Ar/Kr laser.
If the system is upgraded to have a UV laser, the UV laser must be
aligned within one pixel of visible line lasers. F. The system shall
have automatic, computer controller laser idling to reduce power
consumption and extend laser lifetime. Additionally, it shall have
redundant, automatic safety features to prevent laser transmission
through microscope oculars. G. The system shall be fitted with high
sensitivity, large surface area PMT fluorescent detectors, with
specific detectors designed for selective sensitivity for red and green
emissions. H. The system shall have individual, digitally controlled
confocal apertures (pinholes) for each PMT fluorescent detector. I. The
Z-focus motor should operate a +/-50nM step and shall be precisely
encoded to travel +/- 1 step over the complete range of travel to make
use of entire Z-imaging area of long working distance objectives. J.
The confocal shall have easily changeable dichroic mirrors and emission
filter sets. K. The confocal hardware shall utilize dual scanning
galvanometer mirrors to allow 360 degree rotation of scan orientation.
L. The confocal shall have optical correction for wavelengths from UV
through near IR to ensure X, Y, and Z registration within confocal
images and image series. M. The computer system shall utilize an open
PC platform and ethernet connectivity hardware for easy network and
peripheral intergration within the environment in use in the
Experimental Immunology Branch (EIB). N. The systems software must meet
the following requirements: 1. Acquisition and analysis software must
run under the Windows 95 operating system which is the standard within
EIB. 2. For off-line image processing, software must be able to run on
PCs in the absence of attached confocal, and appropriate licensing must
be available. 3. System must provide acquisition and processing
functions supporting 1024x1024 pixel, 24 bit RGB, TIF, or BMP image
formats. 4. System must provide sophistcated, user-friendly macro-
programming facility for automated acquisition and/or analysis. 5. It
must be possible to easily configure and recall machine setups for
multiple different users. 6. Software shall include integrated and easy
to use time series, 3D reconstruction and quantitative analysis
functions, and be capable of performing on-line ratios during image
acquisition. O. Proposal must include installation, user training and
network installation/integration support. The confocal microscope
system must have a minimum warranty period of one (1) year, including
parts and labor. Delivery shall be made F.O.B Destination, no later
than 120 days after contract award, to: Experimental Immunology Branch

literature, owner's manuals, warranties, and/or other existing
materials that demonstrate that their offer meets the foregoing
requirements. The contract will be awarded to the responsible offeror
with the lowest-price offer that fully meets to the requirements of the
solicitation. This solicitation incorporates the provisions at FAR

contract will also incorporate the clauses at FAR 52.203-6,
