proposes to award a contract to Instron Corporation under authority of
10 U.S.C. 2304(c)(1) to furnish and deliver a Direct Tension Testing
System no later than September 15, 1996. The system must meet the
requirements to be forthcoming from the Federal Highway Administration
(FHWA) and be capable of performing the direct tension specification
test established by the Strategic Highway Research Program (SHRP). The
latest design of these instruments utilizes a horizontal testing
arrangement and a liquid bath for temperature control rather than a
vertical testing arrangement with a gas-cooled chamber as employed in
previous devices. Instron Corporation is the manufacturer of the
prototype testing equipment being utilized by the FHWA to establish
specifications for this new generation of direct tension testing
devices and are, at this time, the only known manufacturer/supplier.
