synopsis/Solicitation for Commercial items pre-pared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. DLA intends to award this
requirement to dun & bradstreet. This announcement constitutes the
onlysolicitation; proposals are being requested and a written
Solicitation will not be issued.(II) the Solicitation number is
SP4700-96-R-0039. The Solicitation is issued as a request for proposal
(RFP).(III) the Solicitation document and incorporated provisions and
clauses are those in effect through (FAC 90-37).(IV) this Solicitation
is not set-aside. The standard industrial classificati Code is 7375 and
the small business size standard is $14.5 millions of dollars. The
small business competitiveness demonstration program does not apply.(V)
the award from this Solicitation will be for one (1) year, with four
(4) one year options. The CLIN structure for supplies or services
follows in the order of CLIN, description, quantity, units, unit price,

1.00, LT, $_ and $_. 0003, access for up to 500,000 duns Market
identifier (dmi) Records, 500,000, MX, $_, and $_.(VI) the contractor
will provide computer Tapes containing Records of all business
establishments located in the fifty States of the United States, th
district of Columbia, and the commonwealth of Puerto Rico. Also, the
contractor will provide updates of Records Six months after the
delivery of the initial Tapes. The update has the same requirement as
the original Tapes. The Tapes must contain one record for each
Establishment with the items and in the record layout format provided.
The exact format needed is described below. Data is needed in this
form since we are running bureau of labor statistics computer programs
which were designed to have the data items in this format. The key
data item used in all computer programs in the system is the unique
identification number (data universal numberingsystem) maintained and
copyrighted by dun and bradstreet Corp. This item is the unique Field
used to identify an Establishment and track its record throughout the
computer system. All data items must be have the Field length shown
below. The specific data items on a record are as follows (in the order
of datitem, position, and length): Duns number,1-09, 9; business name,
10-39,30 (NO preceeding ''the''); secondary name, 40-69, 30; Street
address,70-94,25; City name, 95-114, 20; state abbreviation, 115-116,

item business name must not have the word ''the'' as the first word.
For example, business name should be coca cola Company not the coca
cola Company. The Tapes must have the following characteristics: 3480
1/2'' tapecartridge; ebcdic standard IBM OS label; record length 576;
blocksize 32256; uncompressed format; and fixed-length record.(VII) the
effective date of the award is foreseen as will be 1 Oct 96, with
delivery within four (4) weeks. The FOB point is destination. And, the
delivery address will be: Defense civilian Personnel management

provision at 52.212-1, instructions to offerors-Commercial, applies to
this acquisition.(IX) the provision at 52.212-2, evaluation-Commercial
items, applies. Evaluation of all offers will be made to determine the
responsive and responsible offeror which satisfies all mandatory
requirements at the lowest overall COST.(X) offerors will include a
completed copy of the provision at 52.212-3, offeror representations
and certifications-Commercial items, with its offer.(xi) the clause at
