Center (NDBC) intends to negotiate only with Sonalysts, Inc. of
Waterford, Connecticut for a single off-the-shelf WxStation system as
NDBC's extensive market research has failed to identify another system
meeting NDBC's minimum requirements. The minimum requirements for the
data reception system include the following characteristics: 1)
Display National Weather Service (NWS) information received from a
satellite delivery system. 2) Display U.S. Navy oceanographic
information received through the Navy Oceanographic Data Distribution
(NODDS) system. And 3) Display NWS DIFAX, NWS Alphanumeric Family of
Services, GOES Tap satellite imagery, and composite radar imagery
featuring precipitation accumulations through a Ku-band receiver. The
minimum requirements for the data management and display software are
as follows: 1) System software must run on a single GFE SUN SPARC 20
workstation; 2) System must decode and plot on maps surface weather
observations received in FM-13, BUOY, METAR, and C-MAN codes. 3)
Analyses of observations shall be blended with gridded binary fields to
add realism in data void areas. 4) Display of analyzed fields shall use
contours and, for wind, streamlines overlaid with the plotted
observations. 5) Must enable NDBC to read and write observations, both
in raw and decoded form (measurements for individual stations), to and
from the vendor's data base via an Application Program Interface (API)
enabling NDBC to develop custom software using a high level language
