Department of Commerce/National Oceanic and Atmospheric Administration (NOAA) intends to award a fixed-price purchase order to produce an educational video on the Global Change Data Information System (GCDIS). Become familiar with all of the available GCDIS information such that an acceptable script for a video of 10 minutes (approximate) can be written. This script will also have recommendations for visuals, both computer animated and/or live footage. Shoot original footage (using Beta SP) on location in and around the Washington DC area; and, in conjunction with the NOAA Office of Global Programs (OGP) acquire necessary available footage, including animations, from various federal and private entities. Post-produce the final video, with appropriate approval points, including both 2D and 3D animations specially created (and as called for in the script). Provide to NOAA/OGP a digital edit master, and -wide Beta SP copies of the final show. Duplicate the video, in world formats with a full sleeve color insert protective jacket (insert design to be done in conjunction with NOAA/OGP). All interested sources shall respond by submitting a written narrative statement of capability, including detailed technical information and, where applicable, appropriate samples of previous work, to demonstrate the ability to meet the above requirements.
