than 0.25 hours shall be required to isolate a failure to one of these
major assemblies, remove, replace, and return the item to flightworthy
status. All maintenance events shall be performed while the system is
not operating within its mission using standard hand tools. No
calibration shall be required upon repair or replacement of any
sub-assembly 27)Shall meet the requirements for total attenuation and
frequency response as stated herein before, during and after exposure
to the following environments: i)storage temperatures of 71oC and
-54oC, ii)operating temperatures of 52oC and -18oC, iii) storage
temperature extremes of 30oC to 52oC with a relative humidity of 95 +/-
5%, iv)operating temperature of 52oC with 95% relative humidity, v)salt
fog (5 +/- 1% sodium chloride solution) 28)ANRS shall resist fungus
growth for its service life 29)ANRS shall not be susceptible to damage
or upset from electrostatic discharge due to handling by operating
personnel. ANRS shall not be degraded or damaged by ESD events of 1kV
pin to ground and 25kV case to ground 30)ANRS and battery pack shall be
capable of operation in an explosive atmosphere without providing a
source of ignition. Operation includes the application or removal of
power through on/off switches or connector reconfiguration 31)Shall be
no components that require unusual or extraordinary transportation
methods 32)Shall not be susceptible to radiated and conducted emissions
onboard the MH-53J 33)Shall not produce radiated or conducted emission
which interfere with equipment onboard the MH-53J 34)Major assemblies
of ANRS shall be identified with P/N, S/N, cage code and date of mfg.
Label information shall be permanent and legible for its service life
35)ANRS shall maximize the interchangeability of parts/components
intended to be replaced and use of components maintained within the
government inventory 36)Shall not require the use of Class I or II ODCs
during manufacture, deployment, operational use, maintenance or
disposal. Shall not require the use of EPA 17 restricted chemicals or
material identified as hazardous per FED-STD-313C, Para. 3.3 unless
suitable materials are unavailable. All materials used shall be
nonhazardous to personnel and environment and shall not produce toxic
substances when subjected to severe heat or fire 37)When correctly
fitted on a human head, the ANRS shall produce no spurious sounds under
stable conditions, under transient conditions such as ON/OFF
operations, jaw movement or head movement, which might annoy or
distract a crew member. ANRS shall not become unstable when used with
the personal equipment listed herein and under marginal fit conditions
38)Circuitry shall provide for uninterrupted communication under ANRS
on/off power transitions, low power or loss of power 39)When installed
in the SPH-4AF, ANRS shall limit the peak acceleration imparted to the
headform to less than 175G when dropped from a height sufficient to
produce an impact velocity of 19.6+.3 -0 ft/sec 40)ANRS shall not
become unstable or produce spurious noises which degrade communication
or otherwise interfere with crew effectiveness over all conditions of
use as stated herein. Abnormal sounds and unstability are
characterized by noise which are not audibly similar to the ambient
noise or communication signal 41)Identify space parts and quantities
required per ANRS for a 3 service life. 42)Offers shall provide an
express warranty which at a minimum shall be the same warranty terms,
including offers of extended warranties, offered to the general public.
43)3 Bid samples are required for government evaluation, at no
obligation, and will be returned as-is. The contractor shall deliver
all CLINs NLT 4MACA. Production award of 318 ea. ANRS is anticipated.
Inspection and acceptance shall be at source. Delivery is FOB
destination, to HQ AFSOC/DOOTL, 100 Bartley St, Ste 250, Hurlburt
Field, FL 32544-5273. INSTRUCTIONS TO OFFERORS - COMMERICAL ITEMS is
incorporated by reference and applies to this solicitation. The
provisions at FAR 52.212-2 Evaluation Commercial Items will apply to
this solicitation. The following evaluation factors shall be used:
(1)Technical performance (2)Past performance (3)Cost. For Factor (1)
the offeror must provide sufficient technical documentation, test
results or technical analysis, to substantiate compliance with the
salient characteristics. Test results shall include discussion of test
methodology, test equipment & parameters, and supporting test data.
When conveying requirement compliance through technical discussion,
relevant aspects of circuit design, components, mechanical
construction, materials, etc. shall be addressed. For factor (2), the
offeror shall submit a list of current customers, POCs, and phone
number. The offeror shall also discuss existing manufacturing
capability, (hard tooling, test equip, procedures, etc) build and
delivery to date. For factor (3) the offeror shall provide current
commercial catalog prices, and system life cycle cost (LCC) over a 3
year service life. The LCC shall utilize the most recent catalog price
and component reliability information for determining replacement
quantities of parts and major assemblies configured for replacement
(eg. earchusions, earcups, ANR modules, cabling, etc). Technical
acceptability will be determined on the content and merit of the
information provided, and the Government's evaluation of ANRS samples.
Incomplete material that does not clearly demonstrate full compliance
with the evaluation factors may result in an offer being determined
unacceptable and being removed from consideration for award. Award will
be made to a technically acceptable offer at a fair and reasonable
price. Each offeror shall include a completed copy of the provisions at
FAR 52.212-3, Offeror Representations and Certifications - Commerical
(Oct95) with its proposal. FAR 52.212-4, Contract Terms and Conditions
- Commercial Items (Oct95). FAR 52.212-5, Contract Terms and
Conditions Required to Implement Executive Orders - Commerical Items
(Jan96) however for para (b) only, of this clause, only the following
