Gomez, (305) 278-6722. Provide professional environmental remediation
services to support facilities within the Seventh and Eighth Coast
Guard Districts. The geographical areas of responsibility for the 7th
District includes: Florida, Georgia, South Carolina, the Commonwealth
of Puerto Rico and the U.S. Virgin Islands and for the 8th District:
Texas, New Mexico, Louisiana, Mississippi, Alabama and the Florida
Panhandle. Typical services required include:a. Identification,
Assessment and remediation of soil and/or groundwater contamination in
accordance with applicable federal, state and local regulations to
restore the contaminated environment, b. Development of Quality
Assurance Plans (QAP) c. Environmental risk evaluations, d. Planning
and design of site remediation/restoration including regulatory
negotiation support, e. Management and execution of the fuel/oil
Underground Storage Tank (UST) and Aboveground Storage Tank (AST)
Programs, f. Oversight of remediation and restoration activities
including report preparation, g. National Environmental Policy Act
(NEPA) project documentation, h. Hazardous waste management (HWM)
assistance, i. Asbestos surveys and abatement design, j. Lead surveys
and abatement design, k. Lead and Asbestos abatement, 1.
Polychlorinated Biphenyls (PCB) surveys and spill prevention
assistance, m. Radon screening and detection, n. Stormwater and
wastewater program management assistance, o. Water quality and drinking
water program management assistance, p. Clean Air act program
management assistance. q. Noise Reduction Act surveys and program
management assistance, r. Environmental compliance evaluations (ECE),
s. Identify permit needs, prepare permit applications, obtain
applicable permits and develop guidance for the permitted operation to
ensure environmental compliance at the facility, t. Environmental
property site assessments (Phase I & Phase II), Past Practice
Assessments for property transfer meeting Comprehensive Environmental
Response Compensation and Liability Act (CERCLA) requirements, u.
Development of Emergency Response Plans, i.e. Spill Prevention Control
and Countermeasures (SPCC), Facility Response Plan (FRP), Resource
Conservation and Recovery Act (RCRA) Contingency Response Plan,
Emergency Planning and Community Right-To-Know Act (EPCRA) and
Pollution Prevention, v. Safety and environmental health hazard
surveys, w. Development of natural and cultural resource surveys and
management plans, and x. Other related services. Contaminated Sites:
Provide the following services associated with assissment, reporting,
remediation and closure of contaminated soil and groundwater sites in
accordance with all applicable federal, state and local regulations: a.
Contamination assessment plans (CAP), b. Contamination assessment
reports (CAR), c. Remedial action plans (RAP), d. Remedial Action (RA)
including installation of remedial systems, e. Project management, f.
Obtaining all applicable permits, g. Construction management for
installation of remedial systems. h. Operation and maintenance (O&M) of
remedial systems, i. Monitoring and reporting during remediation, j.
Negotiations with regulators, and k. Risk assessments/evaluations. The
Contractor is responsible for maintaining a comprehensive QAP with all
States in CEU Miami's AOR that require one. NEPA Issues: Provide NEPA
documentation services in support of Coast Guard's actions and
activities. Other Services: Perform other related environmental
services including but not limited to: a. Technical assistance in
managing and executing the CEU UST program, b. Technical assistance in
drinking water quality, storm water, waste water, and clean air
programs and c. Emergency response to Coast Guard facilities where a
petroleum release or other hazardous waste/materials release has
occurred. The scope of work may include post construction award
services. These will generally involve, but are not limited to, review
of construction contractor submittals, preparation of as-built
drawings and office and site consultation services. The criteria to be
evaluated in the selection of the A-E firm will include: 1.
Professional qualifications of present staff and consultants to
accomplish the work described, 2. Professional capacity of the firm to
accomplish multiple tasks within the required time limits, 3. Adequacy
and qualifications of subcontractors, if any used. 4. Recent
specialized experience of the firm and subcontractors in environmental
engineering assignments, 5. Previous federal environmental engineering
experience, 6. Ability to provide coast estimating services, 7. Ability
to apply cost control effectiveness, 8. Ability to provide qualified
environmental technical assistance on an emergency basis, 9. Ability to
provide AUTOCADD drawings of contaminated site(s) and plume(s), 10.
Quality samples of similar work completed, 11. Other factors considered
pertinent by the selection board. The contract period is for one year
with a one-year renewal option. There will be no future synopsis in the
event the option included in the contract is exercised. The same price
and time restrictions of the basic year apply to the option year. The
Government guarantees a minimum amount of $5,000.00 per year. The
maximum amount of total services to be performed by the professional
services contractor during the term of the IDC shall not exceed
$500,000.00 per year. Individual Delivery Orders will not exceed
$200,000.00 per order. The Government will award two contracts:
$200,000.00 per order. The Government will award two contracts: One IDC
to cover work to be accomplished for the 7th Coast Guard District
including the Florida panhandle, and one IDC to cover work to be
accomplished for the 8th Coast Guard District, excluding the Florida
panhandle. Firms desiring consideration are invited to submit SF-254
and SF-255 by 3:00 PM., 20 August 1996. The prime must also submit
completed SF 254/255s for the firms it plans to utilize as
subcontractors. This procurement is a 100% set-aside for small business
concerns. The Standard Industrial Classification Code is 8744 and the
Size Standard is 500 employees. This is not a request for proposal.
