The Navy Public Works Center, San Diego, CA, is currently seeking sources for services for Seismic Repairs, Building 5, Marine Corps Recruit Depot, San Diego, Ca, with associated multi-discipline architect-engineering (A-E) support services. A specific (stand-alone) firm fixed price type contract will be awarded to the selected, most qualified firm responding to this announcement. The services may include, but not be limited to, all or part of the following: (1) preparation of preliminary and final design; (2) preparation of contract drawings and specifications; (3) preparation of cost estimate; (4) providing engineering advice during construction (i.e. office consultation, shop drawing review, as-built drawing preparation, field consultation, field verification, and/or value engineering); and (5) constructioninspection and other Title II services. The services will involve providing for seismic repairs to existing concrete frame building with wood roof sheathing over wood trusses. The building is considered historical and any repairs shall be in compliance with historical building requirements. Seismic repairs shall focus on life safety, requiring all load bearing elements and areas of ingress and egress to be intact after the UBC prescribed seismic event. For specific (Stand-alone) firm fixed-price contracts, the fee will be based on the level of effort required. Firms which design or prepare specifications for a construction contract or procurement of supplies cannot provide the construction or supplies. This limitation also applies to subsidiaries and affiliates of the firm. A-E selection criteria is listed in descending order of importance as follows: (1) professional qualifications necessary for satisfactory performance of required services (firm must demonstrate competence in this type of work); (2) recent (1990 to present) specialized experience and technical competence of the firm in structural/seismic design and design for historical structures, (3) capacity to accomplish the work in the required time; (4) past performance on contracts with Government agencies and private industry in terms fo cost control effectiveness (construction cost ), quality of work (including internal quality control program), and compliance with performance schedules; (5) location in the general geographical area of the project and knowledge of the locality of the project (local site conditions and design requirements), provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and (6) demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design (7) value fo DOD contract awards within the last 12 months. Criteria (5), (6), and (7) are secondary factors that will become a factors (1) through (4). To demonstrate how the firm meets the qualification criteria: (Block 3 or 3b) List firm or office actuall performing the work. (Block &) Submit a matrix for the design team. Individual rows should belabeled with the team members names and their proposed team assignments. columns should be labeled with firm name and office location, percent of time to be spent on this team, professional registration in California, highest education level and area of specilization, number of years ofprofessional experience, number of years with current firm, and for project managers, identify the number of teams managed over the past three years, and list experience on projects in relation to the above criteria. (Block 8) Provide a matrix with experience in this type of work and include the title, a brief description, and client point of contact for each project listed. (Block 10) Include the following: Staff availability and status of current workload; provide final design estimated and construction contract award amounts for a minimum fo five projects involbing seismic repaires/upgrades and historical building repairs; briefly describe the firm's internal quality control procedures; and provide an organization chart of the firm, including all offices and personnel who would perform design services for this contract. Firm a required to provide all contract drawings in AutoCad release 12 or 13 or in DXF format and is required to provide specifications in the SPECSINTACT SGML format. All interested firms should submit a Standard Form 254 and 255 to OICC Navy Public Works Center, Code 211, 2730 McKean Streed, Suite 1, Naval Station, San Diego, CA 92136-5294 by 4:00 pm (PST) on July 22,1996. If delivered by courier service, hand-delivered, etc, Standard Form 254 and 255 should be delivered to the Navy Public Works Center, Code 211, 32nd Street, Naval Station, Bldg 121 (1st Floor), San Diego, Ca 92136-5294. Submittals which are received after the cutoff will not be accepted and condidered. The sources sought identification number SSSTRUCRPS-96-1 and N63387-96-C-4432 must be cited in Block 2b of the 255. the Standard Industrial Classification (SIC) code 8711 applies. THIS IS A SMALL BUSINESS SET -ASIDE ANNOUNCEMENT. In response to serval queries as to the requirements for a small business, in order for a concern to be considered small, the maximum average annual receipts for the past three years may not have exceeded $2.5 million (See Far Part 19.102for further information).
