The services of an individual are required to conduct an independent review and assessment of (1) ongoing contracts and task orders in support of the Privatization and Economic Restructuring Program for Europe and the New Independent States and (2) ongoing legal reform initiatives in Eastern Europe and the former Soviet Union. Place of performance will be USAID offices in Rosslyn, VA, a PC work station, phone/fax and office supplies will be provided. Period of performance will be 67 work days beginning o/a 3 Sept 96 through o/a 13 Dec 96 Selection criteria will include relevant education and work experience with a legal background, international experience, particularly in the region of Eastern Europe and the former Soviet Union, evaluation and assessment skills, and price. The successful candidate will be required to have, or to be able to obtain quickly, a U.S. security clearance at the secret level. Therefore, the quotation must include USAID Form 6-10, Request for Clearance, and OMB Standard Form 86, Questionnaire for Sensitive Positions, these forms will not be available via the USAID Gopher.
