Kenton (913) 684-2971 (Site Code DABT65) Notice of intent to award a sole source contract to Xenophon Corporation to conduct field research, translate, write and publish a book on the Mujahideen tactics and lessons learned during the Soviet-Afghan war. Contractor must have ALL of the following qualifications: a citizen or former citizen of Afghanistan; fluent in written and spoken Dari, Pushtu, Arabic, and English; a professional military officer with training in US and Soviet ground force tactics; a staff college graduate from the Frunze Military Academy or similar institution; a veteran of the Mujahideen resistance; an acknowledged expert on the Soviet-Afghan war and the Central Asian region; accepted and welcome by various Mujahideen factions; a published author in English and Dari; and able to withstand personal hardship necessitated by travel in remote regions to conduct field research. It is desired that the contractor also have the following qualifications: fluency in Russian; United States citizenship; computer skills; detailed knowledge of the methodology and format of ''The Bear Went Over the Mountain''; and experience as a field interviewer. The following tasks will be required: a six-week period in Pakistan and Afghanistan to conduct field interviews with Mujahideen sources and conduct research in Mujahideen archives; serve as translator in Dari, Pushtu, and Arabic; translate interviews into English and record onto computer disks; write, rewrite and edit manuscripts.
