Sources sought for contractor integrated F-16 depot level maintenance
training and integration support services. ''Hands on'' Egyptian CONUS
and in-country training with an estimated 20% formal classroom
academics and 80% on-the-job training for approximately 80-100
experienced Egyptian Air Force (EAF) noncommissioned and commissioned
officers with skilled aircraft maintenance technician backgrounds.
Training shall be from established technical data to include usage of
illustrated parts breakdown, component and support equipment operation,
and maintenance manuals. Training shall include, but not be limited to,
disassembly, repair, reassemble, troubleshooting, and checkout of
selected system components and related support equipment. Training will
involve F-16 selected components of various systems to include the
fuel, hydraulic, electrical, pneumatic instrument, and landing gear
systems. Training will also include depot shop functions for PMEL,
sheet metal, painting and cleaning, NDI, electrical-mechanical,
supply/logistics, and management. All EAF students will be senior depot
managers, aircraft systems skilled/qualified or be advance 7-level
technicians with a measured level of working, and spoken English
Comprehension Level of 70 (minimum). F-16 Depot system component and
support equipment will include, but not be limited to, Air Force
Specialty Codes (old/new) 454X3/2A6X4 Fuel Systems; 542X0/3E0X1
Electrical Systems; 458X0/2A6X6 Electro/Environmental Systems;
458X0/2A7X3 Structural Maintenance Systems; 454X4/2A6X5 Aircraft
Pneudraulics Systems; 452X2/2A3X2A Flightline Avionics Systems;
452X4/2A3X3B Aircraft Maintenance (F16) Systems; 324X0/2P0X1 Precision
Measurement Equipment Laboratory (PMEL) Systems; 454X0/2A6X6 Oxygen
Systems; 454X0/2A6X1 Aerospace Propulsion/Jet Engine (AC/APU) Systems;
and 458X0/2A7X1 Metals Technology (Machine Shop) Systems. Selected
system components will be varied but, include valves, pumps,
regulators, filters, test stands, generators, converters, constant
speed drives, power supplies, actuators, motors, water separators,
sensors, test sets, special tools, tranducers, indicators,
potentiometers, axle assemblies, shock struts, drag braces, brakes,
altimeters, and various fixtures and adapters. Training will be
conducted in the CONUS at various USAF base locations,
contractor/subcontractor facilities to include provisions for student
housing and daily transportation, and in-country (Egypt) at a base
location within a 40 mile radius of Cairo. All CONUS contractor
training will require contractor furnished facilities, equipment and
technical data. In-country training will include Egyptian Air Force
provided facilities, equipment, and technicl data. Integrator must
support all CONUS/in-country training meetings through training
closure, estimated 1999-2000 time period, provide technical and
administrative support to training plan development and subsequent
scheduled training, and assist the USAF designated training manager
with a trained depot capability. Training integrator support travel is
estimated at 2-4 annual trips to Cairo and 2-3 quarterly CONUS
trips/visits. Site surveys to Egypt will not be permitted. This is not
a sole source and no contract award will be made on the basis of any
response to this notice. All responsible sources interested and capable
of furnishing all training as a provider or integrating contractor may
provide, in writing, and not later than 1 Sep 96, a statement of their
capabilities, experience, and any supporting evidence that will allow
them to be considered for participation as an integrating contractor in
