The Air Force Phillips Laboratory, Operational Contracting, Kirtland Air Force Base, New Mexico is seeking potential sources for modifying an existing room to meet requirements of Director of Central Intelligence Directive (DCID 1/21). Capability of meeting: Physical Security, Intrusion Detection Equipment, and Acoustic Security. Physical Security: The main interior entry door must be adjusted to ensure Sound Transmission Class 45 (STC 45) is obtained. Intrusion Detection Equipment: One line of detection must be installed. A Balanced Magnetic Switch (BMS) shall be installed on the secure room entry door. A Passive Infra Red (PIR) motion detector is required. The PIR shall be installed to insure the interior of the room is completely saturated to detect all movement. Intrusion Detection Equipment (IDE): shall be connected to a Data Gathering Panel. Acoustic Security: The facility must be acoustically protected from any acoustic sources inside the room being intelligently understood from the unsecured side of the secure room. A complete understanding of Director of Central Intelligence Directive (DCID 1/21), Physical Security Standards for Sensitive Compartmented Information Facilities is required to insure requirements meet facility accreditation by the Cognizant Security Authority. The potential contractor shall be a company regularly engaged in performing this type of work for Sensitive Compartmented Information Facilities (SCIFs) for the last five years. The contractor shall submit documentation showing continuous work in this field for the immediately preceding five-year period. The contractor shall provide location of projects and contact names with the phone numbers for last ten SCIF facility projects completed within the last five-year period. After indentification of potential sources, the Government proposes to procure the project as a small business purchase order restricted to small business firms with a Standard Industrial Classification (SIC) Code of 1542 with a Size Standard of $17.0 million.
