Administration intends to negotiate on a sole source basis with Edstrom
Industries, Inc. of Waterford, Wisconsin for an Environmental Watchdog
Monitoring System. This system is a computer based monitoring system
and control system specifically designed for laboratory animal
facilities. The system allows simultaneous data collection, alarm
notification and report generation. The system shall monitor the
temperature, humidity, lighting and air changes in the animal facility
which are critical to the animal research environment. The system
shall also monitor personnel entering and leaving the animal facility
as well as archive the monitored information for further review to
validate the results of research and regulatory testing. Interested
concerns shall submit a written statement to permit evaluation of
capability to provide the required system. Firms must demonstrate the
following: 1) detailed knowledge of installing equipment in animal
facilities, and 2) detailed knowledge of monitoring and controlling
systems specifically designed for laboratory animal facilities. Failure
to submit documentation will result in the Government proceeding as
