Donald Thompson, Contracting Officer The National Oceanic and
Atmospheric Administration (NOAA), Systems Acquisition Office (SAO),
Next Generation Weather Radar (NEXRAD) Office, intends to contract with
the original manufacturer, Westinghouse Electric Corporation to
refurbish/overhaul up to eight (8) Government-owned WSR-88D Radar
Transmitters to the standards specified in specification #1208253F
Critical Item Development Specification for Transmitter (B2,CI-03). The
transmitters are currently located at the NOAA, National Weather
Service, National Reconditioning Center (NRC) in Kansas City, Missouri.
The Government has ''limited data rights'' on these transmitters. The
destination for delivery of all parts is the Reconditioning Center in
Kansas City, Missouri. The delivery schedule is as follows: Three (3)
Transmitters per month starting six (6) months after contract award.
The performance period for this contract is one (1) year. Firms that
believe they have the capability to refurbish these transmitters to
1991 NEXRAD NTR standards must submit a brief capability statement to
the address indicated within forty-five days of the publication of this
announcement. Your capability statement must address your ability to
support the mission of NOAA in the areas outlined above. The level of
effort for task, skill mix, and special equipment required shall also
be added. Competitive solicitation documents are not available as the
transmitters to be refurbished were developed under a major system
acquisition by Westinghouse over the last nine years. Responses to this
notice will be evaluated and the findings detailed to any responding
firms. If the final decision, after evaluating all responses, is to
complete the proposed contract to Westinghouse Electric Corporation
using the authority of 41 USC 253 (c)(1) no further pre-award notice
