R -- LAUNCH & LAUNCH CONTROL FACILITIES SOL F42610-96-R-0119 01 POC For copy, PKX-2/Pamala Chaffee/(FAX)801-777-7522, For additional information contact Ramon Castillo/Lmka/(801)775-2280 To be considered a qualified source, the offeror shall:(1) possess the demonstrated system level understanding of the LGM-30G Minuteman Weapon System and demonstrate an explicit understanding of Weapon System Specifications (WSS) as it applies to the system; (2) possess the demonstrated ability to conduct system level electromagnetic pulse testing and the demonstrated knowledge required to determine the safety margin between the EMP threat given in the WSS and the actual EMP level leading to system upset or damage for current EMP hardness assessments, and for future hardness projections; (3) possess the demonstrated ability to provide necessary program management and planning, to include an in-depth understanding of the nuclear surety and physical security requirements; (4) possess or have available those persons meeting acceptable skill requirements and operational knowledge/experience with the weapons system. The acceptable skill requirements and operational knowledge/experience are defined as an average of three years ICBM experience and an average of three years hardness testing experience. A viable, qualified source, in the Government's consideration, will submit a concise and program specific response presenting sufficient information to substantiate the contractors: (1) expertise, knowledge, and understanding of the LGM-30G Minuteman weapon system and how the WSS is applied to it; (2) system level electromagnetic pulse test capabilities and how to determine safety margins between WSS levels and field levels leading to system upset or damage; (3) appropriate management, engineering, and technical experience in all applicable areas required to conduct the program without significant technical, schedule, performance or cost risk. The response shall also describe the potential offer's qualifications in the following areas: (1) ICBM programs. Describe current and past ICBM related programs conducted by the potential offeror and their relevance to this effort; (2) Management System. Describe the proposed management approach to be employed on the follow-on program; (3) Personnel Experience. Describe the qualifications of personnel projected to work on this program; (4) Facilities. Describe the facilities projected for use on this program. Include projected facilities required to support both Ogden and field related activities; and (5) any other factors indicative of the offeror's capability to successfully perform. (0197)
