support and assistance to patrons of Captain John P. German Library at
the USCG Reserve Training Center, Yorktown, Virginia. Duties include,
but are not limited to, publishing a monthly list of new books,
cataloging and processing all new and donated books, maintaining a file
of authorized patrons, checking books in and out, and validating
library checkout chits for military personnel. Contract performance
period is 1 October 1996 to 30 September 1997, with four (4) one year
options. This procurement is 100% Set Aside for Small Business. Bid
issue date is o/a 12 August 1996. There is a non-refundable charge for
this solicitation. All requests for solicitation packages must be in
writing to the Contracting Officer (fcp-a), USCG Reserve Training
Center, Yorktown, VA 23690-5000 accompanied by a certified check,
cashier's check or money order payable to the U. S.s Coast Guard in the
amount of $5.00; no telephone requests for solicitation packages will
be accepted. One (1) pre-bid conference/site visit will be held o/a 28
August 1996, 1030 Hours (10:30 A.M.); reservations must be made
through the Procurement Technician at (804) 898-2340. For the purpose
of determining size status, a small business is one whose average
annual receipts for the preceding three years does not exceed $3.5
million (SIC 8231). All responsible sources may submit a bid which
shall be considered by the U.S. Coast Guard. ``This Notice for
information purposes for Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has a program to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum credit line for credit is
