administrative and clinical management for the Desert Visions Youth
Wellness Center, the Regional Treatment Center (RTC) for the Phoenix
and Tucson Areas of Indian Health Service. The RTC is one of several
adolescent RTCs in operation in the Indian Health Service. It serves
youth, between the ages of 12 and 18, who have alcohol and substance
abuse problems. The RTC has a capacity of 24 beds, serving 45 tribes
throughout the Phoenix and Tucson Areas, as well as other areas. It
delivers residential treatment services, in an integrated,
multi-disciplinary 12-step and American Indian spirituality based
program, to adolescents who are affected by chemical dependence,
dysfunctional family disorders, and host of trauma-related emotional
disturbances. There is a staff of 30, including substance abuse
counselors, counselor techs, and school teacher, are therapist,
recreational tech, nurses, kitchen staff, maintenance staff and
administrative staff. The treatment supervisor oversees the day-to-day
clinical operation. The facility has 6 separate buildings on 6-1/2
acres, with 38,000 square feet under roof. There is a kitchen and a 52'
X 32' swimming pool. ADMINISTRATIVE MANAGEMENT TO INCLUDE: 1)
Overseeing the budget procurement; 2) Overseeing the day-to-day
management of the physical facility improvements, including repairs,
preventive maintenance, etc.; 3) Overseeing all personnel issues,
including recruitment and retention, leave policies and implementation,
payroll, performance ratings, job description, etc.; 4) Overseeing the
efficient, nutritional, appetizing and safe operation of the kitchen;
and 5) Interfacing with Tribal leaders, Tribal Alcohol & Substance
Abuse Programs of 45 tribes, as well as interfacing with the Phoenix
and Tucson Area Offices and the headquarters Alcohol Program. CLINICAL
MANAGEMENT TO INCLUDE: 1) Assuring that all policies and procedures
are in place; 2) Assuring that appropriate equipment and supplies for
all departments are available; 3) Assuring that day-to-day operation of
the treatment program is consistent with the philosophy and mission of
the facility; 4) Making adjustments in staffing pattern and work
schedules to best serve the needs of the clients; 5) Assuring that
staff are both well trained and competent to work with Native American
adolescents with chemical dependency and mental health problems; 6)
Assuring that staff receive ongoing training in their fields; 7)
Assuring that the day-to-day activities such as group meetings,
individual counseling, 12-step meetings, school, recreational
activities, art therapy, etc.; 8) Assuring that adequate discharge
planning occurs, is implemented and is communicated, through written
discharge summaries to the referring program; 9) Assuring that the
operation is within JCAHO guidelines; 10) Assuring that charts are done
in accordance with both the RTC policies and JCAHO guidelines; 11)
Assuring the safety and physical and emotional well-being of clients
and staff; 12) Assuring that intake procedures are being done in a
timely, efficient and appropriate fashion; 13) Assuring continuous
reviews of and any necessary improvements in, clinical procedures; and
14) Assuring that necessary client medical care is sought and
