Renovation of the Columbia Plaza, Wash., DC. Bid Invitation Date:
08/01/96. Est. Cost Range: $10.0 to $20.0 million. Description of the
Work: 1) Demoiliton/removal of existing peri- meter partitions,
finishes, mechanical, electrical and plumbing systems; 2) New interior
construciton incl. partitions, ceilings, wall finishes, floor
finishes, painting, cutting and patching; 3) Renovation of existing
toilet cores and providing new plumbing systems for separate toilet
rooms and pan- tries; 4) Provide new HVAC throughout the highrise
utilizing hot and chill- ed water; 5) Provide new electrical
distribution systems tied into existing switchgear; provide new
lighting systems and emergency power distribution systems; 6)Provide
raceway for telecommunications; 7) Provide sprinkler and standpipe fire
protection; 8) Provide a new fire alarm system for the Phase II portion
which is to be an extension of the existing system recently in- stalled
under Phase I; 9) Renovation of eight (8) elevators; 10) Selected work
in the garage areas; and 11) Structural revisions to strengthen the
building. This project requires the submittal and approval of an
Asbestos Abatement Plan and PCB Removal Plan. Basis of Award: Base Bid,
Ten (10) Unit Prices, and Four (4) Evaluated Options. The successful
contractor must provide certification from its bonding company/surety
that the firm can se- cure bonding for the entire contract amount (Base
Bid, 10 Unit Prices, and 4 Options) prior to award. Any bidder, other
than a small business concern, before being awarded a construciton
contract exceeding $1.0 million will be required to submit and have
approved a subcontracting plan representing a creative and innovative
program for small, small disadvantaged, and women- owned small business
concerns as subcontractors in the performance of this contract. In
order to most effectively accomplish this project, the Govern- ment
proposes to form a cohesive partnership with the Contractor and its
subcontractors. This partnership would strive to draw on the strength
of each organization in an effort to achieve a quality project done
right the first time, within budget, and on schedule. To accomplish
this and on a voluntary basis, the Contractor's key project personnel
will attend part- nering workshops with key personnel from the
Contracting Office. The Con- tractor shall anticipate there being two
(2) quarterly formal executive level sessions with top management and
monthly working level sessions. THIS SOLICITATION IS NOT SET ASIDE FOR
SMALL BUSINESSES. HOWEVER, THIS PRO- CUREMENT IS BEING MADE UNDER THE
SMALL BUSINESS COMPETITIVENESS DEMONSTRA- TION PROGRAM. Women-owned
