DTCG87-96-B-643079 U.S. Coast Guard Support Center Kodiak, Alaska: Excavate, clean, and remove five (5) underground storage tanks (USTs) averaging 5,000 to 10,000 gallons each and replace with four (4) above ground storage tanks (AST's) averaging 10,000 gallons each. Contractor shall provide all materials, equipment, transportation and perform the labor to excavate, clean and remove the UST's to an approved facility. Preparation of a site assessment report for the completed removal is required. The issuance of a Release Notification is required if contamination is determined, screen and segregate excavated material according to level of contamination, transport contaminated material to designated stockpile locations, and build vented stockpiles. UST tanks are currently in use. The installation of four (4) AST's include all labor, materials, supplies and transportation necessary to furnish, install and test the AST's along with associated piping and appurtenances, support slabs for a complete operable system. Also provide for temporary operations (including fuel) while the existing storage tanks are not operable. Sealed bid solicitation to be issued on or about August 2, 1996. Estimated cost range is between $250,000. and $500,000. dollars. Request for bid documents must be submitted and received by this office not later than August 2, 1996. This procurement is being issued pursuant to the Small Business Competitiveness Demonstration Program. For Minority, Woman and Disadvantaged Business Enterprises Only: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
