The Naval Surface Warfare Center, Carderock Division has developed a performance specification for the construction of an 8-person, Combat Rubber Raiding Craft (CRRC). This performance specification which is based on Non-Developmental Item (NDI) philosophy has been developed to meet operational requirements of the Joint Services Special Operation Forces. The evaluation of offers under this RFP shall be conducted in a two phase process. Phase I shall evaluate written technical proposals for acceptability in meeting the evaluation criteria specified in the RFP. Only those offerors determined technically acceptable under Phase I shall be considered for the Phase II evaluation process. Under Phase II, offerors shall be required to submit a qualifying craft sample (at no cost to the Government) demonstrating conformance with the performance specification contained in the RFP. Under Phase II, the Government shall test the qualifying craft for performance qualifications and compliance with the specifications. All testing shall be at Government expense. All qualifying craft samples, although considered sacrificial, will be returned, if requested, at the offeror's expense. The Government contemplates the issuance of a five (5) year, Indefinite Delivery, Requirements type contract with fixed price line items for the acquisition of these craft. It is contemplated that approximately 130 craft will be procured each year during the five year performance period. The RFP shall be issued on or around 12 Aug 96 and will close approximately 30 days thereafter. Requests for RFP should be in writing.
