Lang, Procurement Assistant, 706/546-3533. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
solicitation only; proposals are being requested and a written
solicitatin will not be issued. The solicitation number
IFB-010-43YK-96, is issued as an invitation for bid and incorporates
provisions and clauses that are in effect through Federal Acquisition
Circular 90-37. The standard industrial classification code is 3523,
with a small business standard of 500 employees. This acquisition will
be procured under a small business set-aside. Delivery is required
within 10 weeks after receipt of an order. Delivery is F.O.B.
Destination to the Southeastern Fruit and Tree Nut Research Laboratory,
Byron, Georgia. Any interested/qualified sources who can provide the
item above must respond by August 6, 1996 at 2:00 pm. Bids should be
addressed to USDA-ARS-SAA, Contracting Office, P.O. Box 5677, Athens,
GA 30604-5677. The Governemnt will award a contract resulting from this
solicitation to the responsvie/responsible offeror whose offer conforms
to the solicitation and is most price advantageous to the Government.
The following FAR clauses and provisions apply: FAR 52.212-1,
Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation
Commercial Items, awarded to a responsive and responsible offeror at a
fair and reasonable price; FAR 52.212-3, Offeror Representations and
Certifications - Commercial Items; FAR 52.212-4, Contract Terms and
Conditions - Commercial Items. The following FAR clauses in paragraph
(b) of FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders - Commercial Items, will apply
to the resultant contract: 52.222-3, 52.233-3, 52.203-6, 52.203-10,
52.219-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-18, and
52.225-21. All offerors must include a completed copy of FAR 52.212-3
with their response. Because this is a commercial item, FAR
12.603(c)(ii) will be used for establishing solicitation response time
rather than the time established in Note 22, which, in this instance,
is not applicable to this commercial acquisition. AIR BLAST SPRAYER
Requirements: The Southeastern Fruit and Tree Nut Research Laboratory
in Byron, Georgia, has a requirement for one air blast sprayer to
suport their pecan orchard management and research. The air blast
sprayer msut have a 1000 gallon tank capacity, manaul contraols,
throttle and spray control. A limb guard in front of the tank is needed
for tank protection. The entire fan housing, including the vanes, shall
be stainless steel due to the corrosive nature of some mineral salts
applied during research. The air handling system shall consist of a
twin fan system and a stainless steel spray manifold which includes 2
rows of nozzles per side. Nozzles shall have individual shutoffs. The
engine shall be diesel capable of 250 HP at 2200 RPMs. The engine shall
be coupled to the fan via a centrifugal clutch and double universal
drive for a safe start up and shutdown. A two stage centrifugal pump
and mechanical tank agitation is required to insure uniform delivery of
