435-0364. It is the intent of the National Heart, Lung and Blood
Institute (NHLBI) to issue Invitation for Bid (IFB) Number
NHLBI-HL-P-96-107 to purchase a HEPA filtered, high density, fixed
caging system for assembly and installation in the NHLBI Animal
Facility located in Rockville, Maryland. NHLBI also requires sixteen
(16) HEPA filtered, high density, 126-cage mobile units for assembly
and installation in the NHLBI Animal Facilities located in Rockville,
Maryland and Bethesda, Maryland. The systems shall meet the following
minimum specifications: 1) The entire system (caging, blower, exhaust
modules) shall be autoclavable; 2) The HEPA filter blower/exhaust
modules shall have removable electronics to facilitate cleaning and
autoclaving; 3) The system shall provide no less than 60 air changes
per hour, per cage; 4) The system shall increase the current animal
housing capacity by a minimum of 500% (approximately 3,000 cages); 5)
The system shall provide HEPA filtered air to cages without the use of
grommets; 6) The cages shall meet AAALAC standards, be constructed of
polycarbonate, and measure 7.75'' x 12.125'' x 5.625''h; 7) The
shelving/rack system for the Animal Facility located in Rockville,
Maryland shall be a combination of wall mounted shelf type racks and
fixed units constructed of anodizedd aluminum. The Animal Facility in
Rockville, Maryland requires 4 mobile 126-cage units. The Animal
Facility in Bethesda, Maryland requires 10, 126-cage mobile racks. All
units shall have compatible caging; 8) The HEPA filter/blower/exhaust
units shall be equipped with Magnahelic gauges so that static pressure
can be constantly monitored for both supply and exhaust air; 9) The
HEPA filter caging/rack system shall be capable of operating positive
or negative to the room by adjusting a damper; and 10) The vertical
spacing of the cages shall not exceed 7 inches. This will allow for
density housing per square foot of floor space. The applicable Standard
Industrial Classification (SIC) Code is 3821. It is anticipated that
Invitation for Bid (IFB) Number NHLBI-HL-P-96-107 will be issued on or
