The Scientific Equipment Division invites you participate in an open
Season for Federal supply schedule group 66, part II, section B,
covering instruments and laboratory supplies: Glass, plastic, ceramic,
metal and other laboratoryware; support apparatus; laboratory
distillation and demineralization apparatus; waste solvent recovery
systems; and tissue culture apparatus. This is a three year contract
and the contract period will be may 1, 1997, through April 30,2000.
This Solicitation will be issued on or about August 30, 1996, and will
Close on October 1, 1996. This will be an indefinite delivery
indefinite quantity contract, FOB destination. Use of this schedule
will be on anonmandatory basis. Anyone considering submitting an offer
is advised to review the Solicitation thoroughly. Significant changes
all existing contracts under this multiple award schedule Solicitation
will be modified to include an option to extend the term of the
contract for an additional 5 year period. Clause I-FSS-164-D, option to
extend the term of the contract (Aug 1995) will apply. The Contracting
Officer may exercise the option by providing a written notice to the
contractor Ten (10) months before the expiration of the contract. The
contract expiration date is April 30, 2000. In the event the contractor
does not wish to exercise the option to extend, the contractor may
submit a new proposal for the option period. The Contracting Officer
will consider submission for identical items when the offer is equal to
or lower than the current contract price. Current contractors will be
allowed to submit offers for identical items during this special open
Season only when an offer is received for an identical item with a
price that is equal to or lower than the current contract price for
that identical item. The Contracting Officer shall conduct competitive
negotiations with new offerors and the current contractor who has the
item on contract. The Contracting Officer will award one contract for
each specific product through competitive negotiations on the basis of
the lowest net price offered. Clause I-FSS, orders exceeding the
maximum order (Mo) (August 1995) will apply. This clause provides
instructions for placing orders over the maximum order as defined in
the delivery order limitation clause 52.216-19. To assist the customer
agencies to determine when they should seek a price decrease, a level
called the maximum order will be established under each contract. When
an agency exceeds the established Mo amount, It is recommended that the
agency contact the vendor for a reduced price. The vendor will not be
obligated to accept these orders in accordance with FAR 52.216-19.
Contractors awarded a contract under this multiple award schedule will
be required to place their pricelists on a menu driven on-line
database system designed to provide customers with access to products
and services under gsacontracts. Contractors will be encouraged to
transmit their file submissionelelctronically through the EDI
Government facnet system using a value added network (Van). The
necessary format and information will be provided on diskette to
contractors who are not EDI capable. If you are interested in receiving
