Scientific and Technology Research Program for the BMDO Science and
Technology Directorate. Broad Agency Announcement of FY97 Research
Opportunities of the Science and Technology Directorate. The BMDO/IST
is announcing topics which comprise its FY97 scientific research
program. This is a competitive program which will consist of forefront
research and development approaches through scientific and
technological investigation in the topical areas listed below.
Competitive cost-plus-fixed-fee contracts are anticipated for award
through FY97. Academic institutions are especially encouraged to
participate. Proposed research will be evaluated using the following
selection criteria (in descending order of priority): (1) Scientific
and technical excellence of the research and its relevance to BMDO
goals, with special emphasis on innovation, originality, and
uniqueness. (2) The offeror's capabilities, related experience,
facilities, techniques, or unique combinations of these which are
integral factors for achieving the proposal objectives. (3)
Qualifications, capabilities, and experience of the proposed principal
investigator, team leader or key personnel who are critical in
achieving the proposal objectives. (4) Ability of the proposed effort
to make progress toward demonstrating the feasibility of the concept in
accordance with BMDO programmatic needs. (5) Realism of the proposed
cost and availability of funds. (6) In addition, descriptions that
identify opportunities for the commercialization of products emerging
from the proposed research are encouraged. Proposals will be accepted
any time through FY97. Prospective investigators who desire more
information may obtain the program brochure via written request (no
phone calls, please) from BMDO/IST at the above address. The brochure
provides instructions for proposing plus the addresses of the Science
and Technology Agents to whom inquiries and proposals are to be
directed. Please include the relevant topical area number(s) from the
following list in your inquiry: (1) Diamond Technology and Wide Bandgap
Materials and Devices, (2) Distributive Computing and Simulation, (3)
Electric Propulsion, (4) Electronic and Optical Materials, (5) Material
