GOVERNMENT-OWNED HEWLETT-PACKARD ANALYTICAL EQUIPMENT. SOL

of U.S.C. 253(c)(1), FAR 6.302-1 the National Institutes of Health
(NIH), Bethesda, Maryland intends to negotiate a contract with the
Hewlett-Packard Company, 2101 Gaither Road, Rockville, Maryland 20850,
for an on-site Full Service Maintenance including preventive
maintenance, inspection and emergency repair of Government-owned
Hewlett-Packard Analytical Instruments at the NIH, and all other NIH
facilities within a fifty (50) mile (80.47 km) radius. Any response
must be received in writing within forty-five (45) business days from
the published date of this notice. The intended procurement will be
classified under SIC 7629, Electrical and Electronic Repair Shops,
N.E.C. with a size standard of $3.5M. The Contractor shall furnish the
following: (1) All necessary trained experienced personnel, labor,
special tools facilities, diagnostic equipment, parts, software,
materials and supplies, to provide the required technical support and
expertise for on-site full service maintenance including, preventive
maintenance, inspection, user training and emergency repair of
Government-owned Hewlett-Packard Analytical Instruments such as: 1084A
and B Versions of HPLC(s) 1090L and M, Series 1 and 2 (including all
Chemstations), 1050 Modules (including all Chemstations), 1046A, 1047A
and 1049A Specialty Detectors, 1100 Modules (including all
Chemstations), 8450, 8451, 8452 and 8453 Spectrophotometers (including
all Chemstations), 5970, 5971, 5872, 5989 and 5988 Mass Specs.
(including all Chemstations), 5880, 5890 Series 1 and 2, and 5988 Gas
Chromatographs, G1602A Capillary Electrophoresis Systems (including all
Chemstations), H/P Protein Sequencers, H/P Maldi-Tof Mass Specs., and
3390, 3392, and 3396 Integrators. Servicing requires understanding of
software and hardware diagnostic routines which are part of the system
software packages. (2) The Contractor shall respond to emergency calls
within twenty-four (24) hours after an emergency call has been placed.
(3) The Contractor shall furnish preventive maintenance visits as
recommended by the OEM (Original Equipment Manufacturer). (A PM
Schedule of the different types of analytical equipment shall be
furnished by the Contractor). (4) Repair parts shall be manufacturer's
original and not refurbished unless approved by the Government. (5)
The Contractor shall furnish and install all software (including
software diagnostic routines, applications and or operating system
software and software upgrades) and furnish all software support
required to keep the equipment operating in accordance with the OEM's
specifications. (6) The Contractor shall support such software,
including any OEM-sponsored modification or revision thereof and
provide training on new software features, at no additional cost to the
Government for the duration of this contract, including renewals
thereof. The support provided shall consist of installation, correction
of errors, provision of OEM-sponsored modifications, improvements and
revisions. Computer system and software support shall include, but not
be limited to the following: 1000/M/E/F, 400/700/900 RTE system
hardware and associated analytical software, DOS, Pascal, and UNIX
Chemstations to include part numbers (G2070A, G2170AA, G2190AA,
G2171AA, G2180AA, G1601Aa, G2181AA, G2090AA and G1201A). Software
packages shall include updates and telephone support services. (7) The
Contractor shall furnish, install and test firmware upgrades as
required. (8) The Contractor shall provide systems maintenance training
classes on PC based and non-PC based instrumentation, covered under
this contract, at six (6) month intervals. Other user training shall
include, but not be limited to: HPLC for Proteins and Peptides, 1050
and 1100 Maintenance, 1090 Troubleshooting and Maintenance, 1050 and
1100 Operation, and HPLC DOS Chemstation Software and Software Updates.
All training shall be furnished at no additional cost to the
Government. Responding firms that are located outside the Washington
Metropolitan area, shall indicate how the firm would coordinate with
and provide support to the NIH. Information furnished should include
enough material to allow the Agency to perform a proper evaluation.
Concerns that respond to this synopsis shall furnish concise responses
directed specifically to the requirements mentioned above and are
invited to submit capability statements in an original plus two (2)
copies no later than forty-five (45) business days from the date of
this announcement. Source demonstrating the capability to accomplish
the above shall supply pertinent information in sufficient detail to
demonstrate their ability to perform. Written responses shall include
complete description of the services to be provided, containing
sufficient technical information to permit agency analysis to establish
a bona fide capability to meet the stated requirements as listed above.
The period of performance shall be for twelve (12) months from date of
award with four (4) successive twelve (12) month option periods. THIS
