required to provide all personnel, equipment, materials and
transportation for management and maintenance of Military Family
Housing Units at McClellan. Military family housing consists of a total
of 673 units located in 3 separate areas. Services to include, but are
not limited to: painting, floor and cabinet refinishing, appliance
purchase and maintenance, maintaining separate heating and cooling
systems for each unit, maintain fencing, and grounds maintenance of
common areas and unoccupied units. The period of performance is a basic
contract period (of up to 12 months) and 4 one-year options. This will
be a two-step negotiated acquisition. Step 1 will consist of
submission of a technical proposal in accordance with the requirements
of the Performance Work Statement. Step 2 will contain a Request for
Proposal issued to those firms who have submitted acceptable technical
proposals in Step 1. Response to the Request for Technical Proposals
is due 19 September 1996. The date for the site visit will be
identified in the Request for Technical Proposal. All prospective
offerors shall be required to submit a technical proposal to
substantiate qualifications for this requirement. Proposed acquisition
is 100% set aside for small business. For a copy of subject RFTP fax

issue/response date will be 05 Aug 96. No telephone requests. Only
written or faxed requests received directly from the requestor are
acceptable. All responsible sources solicited may submit a bid,
proposal, or quotation which shall be considered. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
