Department of Energy, Federal Energy Management Programs is issuing the
U.S. Western Region Indefinite Delivery Indefinite Quantity (IDIQ)
solicitation for Energy Savings Performance Contracting (ESPC) for all
federally owned buildings in the states of Alaska, Arizona,
California, Hawaii, Idaho, Oregon, Nevada, and Washington. ESPC is a
contracting method whereby the contractor incurs the cost of
implementing energy savings measures, including performing the audit,
designing the project, acquiring and installing equipment, training
personnel, and operating and maintaining equipment, in exchange for a
share of any energy savings directly resulting from implementation of
such measures during the term of the contract. The Government
anticipates multiple awards to result from this one solicitation.
Through delivery orders executed under the IDIQ, fixed-price contract,
performance-based energy savings services will be available to Federal
agencies with Government-owned facilities within the Western Region.
The period of performance of the IDIQ contract is anticipated to be
three years from date of award, with two three-year options, and
delivery order terms may extend for time periods not to exceed 25 years
past the award date of the IDIQ contract. Firms must be listed on the
DOE qualified list of energy service companies to receive contract
award, any firm that has not previously requested an application for
placement on the DOE qualified list may submit a request to Tanya
Sadler, EE-92, U.S. Department of Energy, Federal Energy Management
Programs, 1000 Independence Ave. SW, Washington DC 20585-0121, or by
FAX to (202) 586-3000. The Standard Industrial Classification code
applicable to this type of procurement is 8711. Any firm whose annual
receipts over the past three years do not exceed an average of $20
million is considered a small business for ESPC contracts. The
solicitation will be available for downloading through the Internet
from the ''Doing Business with DOE'' home page, via the ''Business
Opportunities with DOE'', ''Business Communications Center'', and
''Access to the FedWorld Library Files'' links. The Internet address

Prospective offerors that do not have electronic means for obtaining or
downloading the solicitation may submit a written request to the
Contract Specialist, requesting a copy of the solicitation be
downloaded onto a MS-DOS formatted high-density 3-1/2'' diskette
provided by the requestor. The written request should include your
name, company adress, e-mail address (preferred) or fax number and the
solicitation number in order that the requestor may receive notice of
any amendments/updates. The requestor must also include a
self-addressed stamped envelope suitable for the return of the
diskette. No paper copies of the solicitation will be provided.
Amendments/updates to the solicitation will also be provided on the
internet using the same protocols listed above, and requestors that do
not have electronic means for downloading the solicitation will be
notified of amendments/updates in accordance with their original
requests for diskette copies. The solicitation is anticipated to be
available by July 30, 1996 or shortly thereafter. The proposal due date
shall be 45 days after the release of the solicitation. Requestors
intending to download the solicitation from the internet should check
the DOE home page daily; and requestors intending to submit diskettes
should do so immediately. Requestors/offerors should continue to check
the DOE home page daily for amendments following release of the
