Carter Tel: 410-965-8789 The Social Security Administration is seeking
sources capable of providing for the design, development, furnishing
of equipment and installation of a distributed cable television system
for the SSA Headquarters Woodlawn Complex in Baltimore County by an
authorized cable television systems provider. The CATV provider shall
be authorized to access public and private utility systems to
distribute the signal to all buildings located on the SSA campus in
Woodlawn (12 buildings). The CATV provider shall have experience in the
installation of systems of similar design and size and meet or exceed
FCC Regulations for cable systems. The CATV provider shall provide 24
hour/365 days per year emergency service response for all aspects of
the system. The CATV provider shall be responsible for all materials,
equipment, accessories and supplementary equipment as well as basic
cable programming for a complete and operational system. The CATV
provider shall furnish and install all trunk and feeder cable to
distribute the signal and furnish all drop cabling. SSA will install
all low voltage drop cabling, subscriber outlets and televisions. The
CATV provider shall convey all information to SSA for the proper
implementation by SSA of the necessary electrical, mechanical,
structural, technical and architectural components required for
successful system installation and operation by the CATV vendor. The
CATV provider shall be capable of meeting the operational parameters of
the system which shall consist of the following: (1) distribute a
minimum of 55 network/local broadcast stations/satellite broadcast
signals from an off-site headend combining network to a minimum of 550
outlet locations throughout the SSA campus (2) provide equipment to
interface through reinsertion a minimum of 12 SSA locally originated
signals and programming into the cable system, including but not
limited to SSA's Interactive Distance Learning (IDL) network fiber
optic transmission links as well as the future SSA on-campus television
production studio (3) provide future on-line services capable of
interactive 2-way communication within and outside of SSA (4) provide
all future tap connections in compliance with FCC cable system
regulations as part of an ongoing service. The distributed cable system
shall be capable of expanding to 75 channels as well as provide the
following broadcast signals as part of the basic 55 channel programming
lineup (CNN, CNN Headlines, C-SPAN, C-SPAN2, CNBC). It is SSA's intent
to eliminate the need for satellite dishes/receiving systems and
related costly subscription rates at the SSA complex through the
implementation of CATV for the distribution of SSA locally originated
signals and programming. This is not a request for proposals and the
Government does not intend to pay for the information solicited or
received. Respondents will not be notified of the results of the
evaluation of the source data received, but sources deemed qualified
will be solicited when the request for proposal is issued. Any
interested organization must submit appropriate data in duplicate
within fifteen (15) days of the date of this announcement. Requests for
