COAST GUARD ACADEMY, NEW LONDON, CT SOL DTCG47-96-B-3EFK21 DUE 090596 POC Contact Ms. Victoria Worrell, Contract Specialist (804) 858-6238, ext. 209 Provide materials and services necessary for the Construction of Renovations to Roland Hall which is a five-story building with 127,000 GSF constructed in 1964 at the U. S. Coast Guard Academy, New London, CT. The work includes, but is not limited to, architectural renovations and space modifications; replacement of HVAC system; upgrade of existing electrical, plumbing, fire protection and telephone systems; addition of a mechanical room and bathroom/storage room; and asbestos and lead paint abatement. All work shall be accomplished in accordance with Specification No. 60-003-91 and Drawing No. 60-003-91 (sheets 1-195). All work shall be completed within 540 calendar days after Notice to Proceed. Plans (half-size), specifications, and all necessary bid documents will be available on August 7, 1996 and may be obtained by submitting a check in the amount of $25.00 per set (non-refundable) made payable to the U. S. Coast Guard. To receive a solicitation and be placed on the bidders' list, interested parties must submit a written request. Telephone inquiries will not be honored. Bid opening for Solicitation No. DTCG47-96-B-3EFK21 is September 5, 1996 at 2:00 p.m. in Norfolk, VA. Estimated construction cost is between $1,000,000.00 and $5,000,000.00. The solicitation is unrestricted IAW the Small Business Competitiveness Demonstration Program. For Minority, Women-owned and Disadvantage Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.00.
