Contract Specialist, 757-864-2436. The work to be performed under these
specifications consists of a base bid and an optional bid. The base bid
consist of performing ultrasonic (UT) thickness inspections and
replacing a portion of the 125 psi steam piping originating in Utility
Tunnel 2 and Utility Tunnel 3, West Area, Langley Research Center. The
optional bid consists of providing, installing, and operating, a
portable steam generating unit capable of providing 13,800 pounds per
hour of steam. This steam generating unit will provide temporary steam
to Utility Tunnel 2 for the 30 day period that the steam system in
Utility Tunnel 2 is not in service. The contractor shall furnish all
plant, equipment, tools, materials, labor and services necessary for or
incidental to a complete and finished job as shown on the drawings
listed below and as specified herein. The work to be performed involves
welding on pressure systems. A current National Board or ASME
Certificate of Authorization for use of any of the following stamps:
''R'', ''U'', ''U2'', ''N'', or ''PP'' is required to perform the
welding. This certificate shall be held by the organization performing
the welding. This certificate shall be maintained valid and current
throughout the contract performance period. Contract duration 150 days.
Estimated cost range between $250,000 and $500,000. This proposed
contract is 100 percent set-aside for small business concerns. All
responsible small business sources may submit a bid which will be
considered by the Agency. The bid opening date of 8-26-96 is
approximate. Solicitation available 7-26-96. An ombudsman has been
appointed to hear concerns from offerors, potential offerors, and
contractors during the preaward and postaward phases of this
acquisition. The purpose of the ombudsman is not to diminish the
authority of the contracting officer, the Source Evaluation Board, or
the selection official, but to communicate concerns, issues,
disagreements, and recommendations of interested parties to the
appropriate Government personnel and to work to resolve them. When
requested, the ombudsman will maintain strict confidentiality as to the
source of the concern. The ombudsman does not participate in the
evaluation of proposals, the source selection process, or the
adjudication of formal contract disputes. Concerned parties may call
