58 -- AIRPORT SURVEILLANCE RADAR-8 DIGITIZER POC Gerald L. Boyer, Contracting Officer, 202/267-3689 The FAA is evaluating a potential requirement for a commercial off the shelf digitizer that could be used to interface the Model 8 Airport Surveillance Radar (ASR-8) and associated beacon system with the planned STARS digital automation system. The digitizer must be capable of operation in all environmental conditions. It should be capable of providing target report outputs that have high target probability of detection, range/accuracy and range/azimuth resolution characteristics, and weather surveillance reports. To assist is this evaluation, the FAA is interested in entering into a Cooperative Research and Development Agreement (CRDA) with an interested manufacturer. Under the CRDA, the industry participant will provide on a no cost basis, a digitizer and associated technical/maintenance support to the FAA for a demonstration in the September 1996 to February 1997 time period. The demonstration will be at a Government designated ASR-8 site. The purpose of this synopsis is to obtain information on digitizers and to gauge industry interest in such an agreement. Manufacturers interested in entering into a CRDA with the FAA are invited to submit the following information: (a) specifications on the unit's functionality, performance capabilities, design, reliability and maintainability; and (b) test data that verifies the unit capabilities including performance in clutter and weather environments. Also requested, though not required, is information on the availability of support elements such as spare parts, technical manuals, drawings, training and test equipment. This is not a Request for Proposals. No unsolicited proposals are desired and none will be accepted. The FAA will not pay for any information received in response to this synopsis nor for any costs incurred to date or incurred as a result of any ensuing CRDA. Subsequent to completion of any demonstration, the FAA may issue a Screening Information Request or Request for Offer for a production contract.
