The U.S. Coast Guard intends to solicit and negotiate with only one source, Pitney Bowes, Inc. 6100 Lincolnia Road, Alexandria, Va 22312-2764. In accordance with FAR 6.302-1, Pitney Bowes, Inc., is the only known source that can meet the Government's minimum essential requirements for the rental of 331 penalty postage meters, which must be compatible with the Pitney Bowes mail processing equipment currently employed throughout the Coast Guard. The meters will be placed with the following mail processing equipment: 1) 38 Pitney Bowes Model 6105 Mailing Machine; 2) 221 Pitney Bowes Model 5600 Mailing Machine; 3) 2 Pitney Bowes Model 670 Mailing Machine; 4) 1 Pitney Bowes Model B610 (100 lb) Electronic Mailing Scale; 5) 5 Pitney Bowes Model A530 (30 lb) Electronic Mailing Scale; 6) 3 Pitney Bowes Model B510 (10 lb) Electronic Mailing Scale; 7) 329 Pitney Bowes Model LMS-70 (70 lb) Electronic Mailing Scale; 8) 2 Pitney Bowes Model STAR 160 Mailing and Shipping System; and 9) 4 Pitney Bowes Paragon Mail Processor. The meter resetting equipment shall allow Coast Guard personnel to add (reset) postage, in any amount, to their postage meter(s) via a toll free phone call to the manufacturer. The period of performance is for one year and four (4) one-year option periods. Vendors should provide proof of their capability to provide the equipment and any previous history in providing these supplies. The subject item requires government source approval prior to contract award as the market survey already performed has not been determined adequate to support acquisition via full and open competition. There is no solicitation available at this time. No contract will be awarded as a result of this synopsis.
