Officer (202) 283-1347. The Internal Revenue Service (IRS) seek sources
with knowledge and experience in providing intermediary communication
between taxpayers and the IRS. The intermediary communicator would
participate in the IRS On-Line Filing Program and would receive and
transmit tax data and provide acknowledgements from the IRS to the
taxpayers. This communication can be available through on-line service
providers, electronic filing transmitters and software developers.
Taxpayers residing in participating states can file their state returns
with their Federal return to the IRS through the On-Line Filing
Program. Taxpayers using On-Line Filing will transmit a completed tax
return via computer and modem to a participating on-line filing
company. The on-line filing company will then convert the file from the
tax preparation software's format to the format that meets IRS
specifications and transmit it to the IRS. The IRS will notify the
on-line company/transmitter whether the return is accepted or not.
Software companies will work with transmitters/on-line filing
companies/states to develop software to be used for On- Line Filing.
Software will be tested by the IRS from October 30, 1996 until January
1, 1997. All potential sources must submit clear and convincing
documentation that demonstrates their capability to satisfy the IRS'
requirements. Sources responding to this announcement need to submit a
name, brief description of their company and telephone number for a
point of contact. Interested sources should submit their pertinent
information, including the method by which they will detect and prevent
more than three returns within a transmission from the taxpayer. No
reimbursement for any costs connected with providing the requested
information will be made by the IRS. This announcement is for
informational purpose, and does not constitute an IFB, RFP, or RFQ, and
is not to be construed as a commitment by the IRS. Interested parties
must respond within 30 calendar days of this notice to the following
