The Internal Revenue Service (IRS) seeks sources with knowledge and
experience in developing software/hardware to recognize and read
handwritten and/or typewritten tax return data from a facsimile mode,
store data in a database and validate the math. IRS would like to test
the capability of the following: (1) Accepting faxed Form 1040EZs from
taxpayers for subsequent electronic processing. (2) The taxpayer would
use a public or private fax machine, and fax their return to an IRS
point of receipt. (3) The software should have the capability of
reading/scanning the tax return data with a 90% accuracy rate. (4) Once
the return is faxed, the software should be able to validate the math.
(5) Convert data into ASCII format for translation to the IRS'
Electronic Filing proprietary format. (6) The IRS will notify the
taxpayer whether or not the return is accepted. Selected software
package will be subject to Participants Acceptance Testing (PATS) by
the IRS from October 18, 1996 until January 1, 1997. IRS reserves the
right to use compatible hardware already in its possession. Sources
responding to this announcement need to submit a name, brief
description of their company, how the software/hardware will operate,
telephone number, and a person to contact. All potential sources must
submit clear and convincing documentation that demonstrate their
capability to satisfy the IRS's requirements. No reimbursement for any
costs connected with providing the requested information will be made
by the IRS. This announcement is for informational purpose, and does
not constitute an IFB, RFP, or RFQ, and is not to be construed as a
commitment by the IRS. All interested companies should submit their
