It is the intention of Western Area Power Administration, Golden, CO, to contract with Texas A&M University, Department of Electrical Engineering, College Station, Texas, 77843-3128, for the development of a computer system that will be able to detect, analyze, and determine the location of power system faults using phasor measurement techniques. This hardware/software package shall be capable of providing fault locations on transmission lines where existing fault location methods are not suitable to use. This package shall utilize Western's existing Electro Magnetic Transient Modeling Software Program (EMPT) and newly developed algorithm systems submitted by Texas A&M University. The proposed contract action is for supplies/services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government.
