915-534-6682. The International Boundary and Water Commission, U.S.
Section, has a requirement for a firm-fixed price contract for Least
Bell's Vireo Monitoring and Territory Mapping in the Tijuana River
Valley, San Diego County, California. The Scope of Services requires
the Contractor to conduct weekly morning surveys of vireos; for each
vireo located, spend one (1) hour per week mapping its movements to
accurately define its territory; data on vireos breeding status shall
be noted during each survey; visitation of each nest site on a regular
schedule to remove Brown Headed Cowbird eggs and chicks; visitation of
each territory throughout the season to determine the number and fate
of all nests produced; record dates of visits, location of nests,
number of Brown-Headed Cowbird eggs/chicks removed, number of nest
attempts per pair, fate of nests, and reproductive success; record nest
site characteristics; record all sightings of cowbirds and their
numbers in vireo territories during each survey; Contractor shall
produce a preliminary and final Letter Report that shall include survey
dates, methods, maps showing territory boundaries and sizes, status and
distribution of breeding population, nesting activities and nest site
characteristics. The Contractor must possess a U.S. Fish and Wildlife
Service Endangered Species permit for the Least Bell's Vireo along the
Tijuana River, San Diego County, California, at the time an offer is
submitted. The firm-fixed price contract will be for basic one year
period from the effective date of the contract with four (4) one year
options to extend the term of the contract. The term of the contract
will not exceed five (5) years. Requests for RFP 96-52 must be
