The International Boundary and Water Commission, U.S. Section, has a requirement for a firm-fixed price contract for Brown-Headed Cowbird Trapping and Elimination Program at pre-designated locations in the Tijuana River Valley, San Diego County, California. The Scope of Services requires the Contractor to set cowbird traps and bait each trap with two male and three female cowbirds with wild bird seed and water; adequate shade is to be provided for each trap; set the traps and monitor the traps daily throughout the season; the Government furnished traps are to be maintained during the period of survey and disassembled after completion of the survey and delivered to the Government; a biologist shall eliminate the cowbirds once they are trapped and insure that the bait is reset; the Contractor shall produce a preliminary and final letter report, that should include as a minimum, but not limited to, trapping dates and locations, numbers of cowbirds encountered and destroyed, and any other field information of interest. The firm-fixed price contract will be for a basic one year period from the effective date of the contract with four (4) one year options to extend the term of the contract. The term of the contract will not exceed five (5) years.
