310/336- 4947/Buyer. The Defense Meteorological Satellite Program
(DMSP) Office is soliciting offers to produce Meteorological Satellite
(METSAT) Small Tactical Terminals (STT) with Enhancement Kits. This
solicitation is for additional 63 Basic systems and 93 Enhancement
Kits. A previous contract for 143 Basic systems and 84 Enhancement Kits
was awarded to Harris Corporation, Melbourne, Florida. The candidate
STT units shall meet or exceed all physical, environmental, and
performance requirements included in the Technical Requirements
Document for the Samll Tactical Terminal,TRD-DMSP-3033,dated 3 August
1992 amended 13 October 93 and Small Tactical Terminal (STT)
Meteorological Satellite (METSAT) System Specifiction dated 5 December
1995. The candidate STT unit shall possess the following
characteristics: (1) receive, process, display, and store low
resolution meteorological satellite data, DMSP Real-Time Smooth (RDS),
Automatic Picture Transmission (APT), and Weather Facsimile (WEFAX),
(2) weigh less than 500 pounds, (3) Use POSIX compliant, UNIX based
Operating System, (4) Use SPARC station compatible processing
equipment. With an Enhancement Kit, the candidate STT shall:(1)
receive, process, display and store high resolution meteorological
satellite data, DMSP Real-Time Data (RTD), and High Resolution Picture
Transmission (HRPT) and (2) weigh less than 1200 pounds. The Harris
STT software is proprietary and the source code will not be available
to potential offerors. The candidate STT and associated documention
currently required on F04701-94-C-0019 (T.O.s.IAW TM-86-01, drawings
IAW MIL-T-31000, etc...) shall be available for delivery starting April
97 at a production rate of 10/month. All sources responding to the
solicitation must have a COMSEC account and SECRET facility clearance
established. In accordance with national security requirements, this
acquisition will have restrictions on foreign owned company
participation. The foreign design, manufacture, assembly, or test of
hardware or software strictly are prohibited. Foreign teaming,
licensing, and subcontracting will be allowed, however, all
cryptographic related tasks must be totally accomplished by a clearance
qualified U.S. owned company and all cryptographic components and
elements must be clearly separated and audible. One Fixed Price Award
Fee/Cost Plus Award Fee contract is anticipated to be awarded. Period
of performance is 60 months, commencing on or about 1 December 1996.
