Synopsis No. 0301-96--Sources are sought for tow targets, infrared devices, and radar devices engineering services used by the Targets Management Office at Redstone Arsenal, Alabama. This effort, planned for FY 98 (1,000 hours) with options for FY 98 (0 to 9,000 hours), FY 99 (0 to 10,000 hours), FY 01 (0 to 10,000 hours), and FY 02 (0 to 10,000 hours) shall consist of engineering services for design, development, modification, fabrication, testing, planning, evaluation, documentation, and reporting efforts on the Targets Management Office tow targets, infrared devices, and radar devices program. Items to be considered for engineering tasks shall include the following:--a. Design, fabrication, testing, and evaluation of prototype tow targets to be towed by aerial drones (primarily the MQM-107) and by military aircraft fitted with the RM-30B reeling machine and/or other tow launcher. Tow targets shall include both infrared, radar, and other tow targets and their associated hardware (i.e. tow target interface to drone / aircraft hardware). This shall include engineering assistance and technical field support for flight tests and evaluation of these prototypes.--b. Design, fabrication, testing, and evaluation of prototype infrared devices to be used on aerial drones (primarily the MQM-107). Infrared devices shall include such items as flare dispensers, plume generators, infrared jammers, infrared augmentors, and other infrared devices and their associated hardware. This shall include engineering assistance and technical field support for flight tests and evaluation of these prototypes.--c. Design, fabrication, testing, and evaluation of radar devices to be used on aerial drones (primarily the MQM-107). Radar divices shall include such items as active emitters, Luneburg lens, corner reflectors, jammers, and other radar devices. This shall include engineering assistance and technical field support for flight tests and evaluation of these prototypes.--d. Evaluation and correction of hardware deficiencies discovered during field operations.--e. Study, evaluation, and modifications to existing tow targets, infrared devices, and radar devices and their associated hardware.--f. Engineering support for various Government target programs.--g. Preparation of Level II drawings for items developed under this contract.--Any firm with experience and expertise with tow target development, infrared device development, radar device development (all three), and flight testing and evaluation of these items are invited to provide a statement of interest plus data to substantiate your qualifications to COMMANDER, U.S. Army Missile Command, ATTN: AMSMI-AC-CCT (Ms. Marlene Morris), Redstone Arsenal, Alabama 35898-5280.
