R -- MAIL SURVEY OF VETERANS' SOL 101- DUE 081696 POC Mr. Arthur B. East, (202) 273-8792 The Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), intends to award a sole-source contract to the Gallup Organization to conduct a follow-on mail survey of veterans' satisfaction with the VA Compensation and Pension claims process during the early fall of 1996. The contract will include the administration of the survey and the creation of a database and graphical report of findings of 42 separate VA Regional Offices throughout the country. Analysis will include frequencies, cross-tabulations, correlations, quadrant analysis, and logistical regression. A critical requirement is the ability to provide higher-level statistical analysis of the data collected. As with the initial survey, the Gallup Organization will utilize a machine-scannable survey instrument for this follow-on effort, an essential capability in completing the survey within the required time frame. All responses must be submitted in writing and received within thirty (30) calendar days after initial publication of this notice. Written responses must include technical information that would demonstrate a vendor's bonafide ability to meet the specific requirements.
