This publication serves as a notice of intent, pursuant to exception 1 of the Competition in Contracting Act, that the U.S. Dept. of Energy (DOE) plans to award a sole source contract to Transnuclear, Inc., for the provision of specialized technical support services to DOE's Office of Civilian Radioactive Waste Management (OCRWM) during the review and approval process by NRC of the Dry Transfer System Analysis, Topical Safety Analysis Report (TSAR). Transnuclear, as the sole designer of the Dry Transfer System, is uniquely qualified to respond to questrions from NRC relating to facility design and the Dry Transfer System, and provide DOE technical assistance during development, review, and submittal of the TSAR in the time frame required. DOE anticipates awarding a cost plus fixed-fee level of effort contract. DOE's estimates 3,188 direct productive labor hours (DPLH) during a 3 year period. (See Note 22) (0199)
