Quotations are DUE on or before 05 Aug 96 at 4:00 pm. Description: The
contractor shall provide all personnel, equipment, tools, materials,
supervision, and other items or services necessary to perform asbestos
abatement and disposal from Building 6000, Lackland AFB, TX.
Contractor shall remove all carpet and asbestos floor tile including
mastic, exterior asbestos siding including tar paper, asbestos
insulation from air conditioning and heating systems, transite sheets
on walls of equipment rooms, ceiling tile (glued 1' X 1' with small
holes above ceiling), flexible duct canvas like material on air
handlers, and textured acoustical. The contractor is responsible for
any permit and/or fee requirements. Note the following additional
requirements: 1. Compliance Requirements The contractor shall comply
with all federal, state, and local regulatory agency requirements,
environmental statutes, policies, and regulations including, but not
limited to those cited below: a) Occupational Safety and Health
Administration (OSHA) Act. b) Department of Transportation (DOT)
Regulations. c) National Environmental Policy Act (NEPA). d) US
Environmental Protection Agency (EPA), Title 40, Code of Federal
Regulations. e) Title 30, Texas Administrative Code (TAC). f) Lackland
AFB Spill Prevention and Response Plan, dated 1 April 1994. g) The
Texas Natural Resource Conservation Commission (TNRCC) Office of
Management memorandum, dated 11 Jan 1996. 2. State Notification The
contractor shall be responsible for the proper completion of the Texas
Department of Health Demolition/Renovation Notification Form and will
also act as the 37th CES representative and sign the signature block
for the building owner/operator and shall be responsible for all
aspects of the notification form, including, but not limited to,
content and submission dates. The contractor will provide 37th CES/CEV
with a copy of the notification form for review and approval before
sending it to the Texas Department of Health. 3. Submittals The
following documentation must be submitted within 10 calendar days after
the award date and prior to the commencement of any work: a) Asbestos
Work Plan b) Employee Training Certificates c) Employee Physicals All
waste manifest procedures will be accomplished in accordance with
local, state, and federal laws and regulations. Period of performance
willbe 21 calendar days from date of award. A SITE VISIT IS SCHEDULED
FOR 25 JUL 96 AT 9:00 AM. CONTRACTORS ARE TO BE AT THE 37TH CONTRACTING
SQUADRON (BLDG 5450) AT SCHEDULED TIME. CONTRACTORS ARE TO RSVP TO THE
NUMBER LISTED ABOVE IF THEY WILL BE ATTENDING. Offerors will bid the
project as one lump sum job. This is a combined synopsis/solicitation
for commercial services prepared in accordance with the format in
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. This solicitation is issued as a request for quotation. This
procurement is issued utilizing the size standard in FAR 19 under
Standard Industrial Code 8744. The solicitation document and
incorporated provisions and clauses are those if effect through Federal
Acquisition Circular 90-32. The provisions at FAR 52.212-1,
Instructions to Offerors-Commercial, applies to this acquisition. The
clause at 52.212-5, Contract Terms and COnditions Required to Implement
Statutes or Executive Orders-Commercial Items, applies to this
solicitation. Specifically, the following cited clauses are applicable
to this solicitation: FAR 52.222-26, Equal Opportunity; 52.222-35,
Affirmative action for Special Disabled and Vietnam Era Veterans;
52.222-36, Affirmative Action for Handicapped workers; 52.222-37,
Employment Reports on Special Disabled Veterans of the Vietnam Era;
52.222-6, Davis-Bacon Act; 52.222-8, Payrolls & Basic Records. The
clause at FAR 52.219-6, Notice of Total Small Business Set-Aside
applies to this solicitation. Wage Decision: Pursuant to the
Davis-Bacon Act, as amended, Wage Decision No. TX 96-0003, Revision 2,
dated 7 Jun 96, will apply to this solicitation/contract contemplated
hereby. Offerors must include with their offer a completed copy of the
provisions at FAR 52.212-3, Offerors Representation and
Certification-Commercial Items. The clause at FAR 52.212-4 Contract
Terms and Conditions-Commercial Items, applies to this solicitation.
Award will be based on the lowest priced quotation from a responsible
contractor in accordance with FAR 9.104-1. Quotes may be submitted in
writing or faxed to the point of contact indicated above. The fax

Award will be made on or about 06 Aug 96. All responsible sources may
