To be considered a United States construction firm, the firm must: Perform construction as a significant portion of its business; be incorporated and have its corporate headquarters in the United States; have paid corporate franchise and employment taxes in the United States for a minimum of two years and shall have filed state and federal income tax declaration for a minimum of two corporate years; have paid applicable taxes determined to be due as a result of such filings; and employ United States citizens in key management positions. PROJECT SCOPE: Construct a Baseband Equipment Room (BER) addition to the AN/GSC-52 Earth Terminal Complex and a Toilet Facility. There is approximately 4,500 square feet of BER space and approximately 720 square feet of toilet facility space. The above listed facilities will have load bearing masonary (CMU) walls with painted stucco finish and roofs will be steel joist with metal roof decking. Roofs finish will drain to downspouts. Construct utility systems and site improvements. Performance guarantees will be required. MAGNITUDE OF PROJECT: Estimated construction value is between $1,000,000.00 and $5,000,000.00. CONTRACT PROCEDURES: Both a price proposal and a technical proposal will be required. Award of a contract will be based on the proposal found to be most advantageous to the Government, considering the technical and price proposals. At a minimum, proposals will be evaluated in the following areas: (1) Reasonableness of Price, (2) Technical Competence in General Construction to Match the Construction Type for the Facilities to Be Built Under This Project, (3) Evidence of Past Performance Relating to Similar Work in the Same General Geographic Area, (4) Management Capability Indicating Successful Completion of Similar Projects in a Timely Manner, and to a High Degree of Quality, (5) Demonstration of the Offeror's Understanding of the Scope of the Solicitation, and (6) Evidence of Sufficient Financial and Equipment Resources to Obtain Necessary Performance Guarantees and to Handle Work Placement in an Expeditious Manner. Request for Proposal (RFP) will be issued to contractors responding to this notice. Contract award will be made on a firm-fixed price basis only. Tentative date for issuance of Request for Proposal DACA78-96-R-0031 is 5 August 1996. Tentative site visit date is scheduled for 14 August 1996. Tentative date for receipt of proposals is 5 September 1996. Tentative contract award date is 26 September 1996. Tentative construction period is eighteen months.
