package water treatment plant unit shall utilize reverse osmosis
membrane filters in conjunction with pre-treatment system to process
raw well water. A pre-treatment system will be considered a part of the
unit and is required to prevent scaling and fouling of membrane
filters. The unit shall be capable of producing a minimum of 20,000
gallons/day. The unit will have continuous operation to maintain raw
water temperature and anaerobic conditions except during scheduled
maintenance and emergency shut down. The existing water treatment plant
is located in an underground building at Stovepipe Wells Village, Death
Valley National Park. Components must have ability to break down into
skid-mounted units to fit into a service elevator. Each skid-mounted
unit may not exceed 1500 pounds, and may not exceed 67 inches in
length, 70 inches in height, and 63 inches in width. An award will be
made to the firm whose proposal offers the greatest value to the
Government. Offers will be evaluated under two areas of consideration;
namely, technical and cost, with technical more important than cost.
The following factors, in descending order, will be utilized as
selection/evaluation criteria for award: 1) Operation and Maintenance
Requirements; 2) Past Performance; 3) Technical Excellence; 4) Life
Cycle Costs; 5) Technical Support; 6) Environmental Objectives; and 7)
Warranty. Offerors will be required to submit technical
literature/proposals that demonstrate how the unit offered achieves the
technical requirements of the solicitation. Delivery shall be FOB
Destination to Death Valley National Park. All responsible sources may
submit an offer which shall be considered. The proposal due date is
approximate and will be 30 days after issuance of formal solicitation
