items using FAR Part 12 -- NASA/MSFC plans to issue a Request for Offer
(RFO) via NASA Acquisition Internet Service (NAIS) for the following
items: Item 1 - 40'' Variable Scan Projection Cube with frame and
screen assembly, Pioneer P/N RM-V4000VFS or equal, Qty 10 ea -- Item 2
- Set (red, green, blue) of CRT's for Projection Cube, Pioneer P/N BWY
1002 or equal, Qty 1 ea -- Item 3 - Projection Cube Power Supply for
Projection Cube, Pioneer P/N 2SD 1911 or equal, Qty 1 ea -- Item 4 -
Projection Cube Deflector Assembly for Projection Cube, Pioneer P/N ATK
1048 or equal, Qty 1 ea -- Item 5 - Projection Cube Focus Resistor for
Projection Cube, Pioneer P/N ACX 1025 or equal, Qty 1 ea -- Item 6 -
Installation, Qty 1 job -- Item 7 - Training on-site at MSFC for 5
people, 4 days, Qty 1 job -- NOTE: Items 2,3,4, and 5 shall be
identical components as those proposed in Item 1 -- Complete
specifications will be included in the RFO -- Copies of the RFO will be
available by downloading from the Internet -- Selection and award will
be made on an aggregate basis to the lowest priced, technically
acceptable offeror in accordance with NFS 1871.401-3(b) -- This
procurement is being conducted under the NASA/MSFC MidRange Pilot Test
Program approved by the Office of Federal Procurement Policy on April
16, 1993 -- Prospective offerors shall notify this office of their
intent to submit an offer -- Transmission by facsimile to 205-544-9080
or by Internet e-mail to elaine.hamner@msfc.nasa.gov is acceptable --
Firm date for receipt of offers will be stated in the RFO -- All
responsible business sources may submit an offer which shall be
considered by the agency -- An ombudsman has been appointed to hear
concerns from offerors, potential offerors, and contractors during the
preaward and postaward phases of this acquisition -- The purpose of
the ombudsman is not to diminish the authority of the contracting
officer or the selection official, but to communicate concerns, issues,
disagreements, and recommendations of interested parties to the
appropriate Government personnel and to work to resolve them -- When
requested, the ombudsman will maintain strict confidentiality as to the
source of the concern -- The ombudsman does not participate in the
evaluation of offers, the source selection process, or the adjudication
of formal contract disputes -- Interested parties are invited to call
the installation ombudsman, Susan M. Smith at 205-544-0012 -- Concerns,
issues, disagreements, and recommendations which cannot be resolved at
the installation may be referred to the NASA ombudsman, Thomas S.
Luedtke at 202-358-2090 -- Before consulting with any ombudsman,
interested parties must try to resolve their concerns with the contract
specialist or the contracting officer -- DO NOT CALL THE OMBUDSMAN FOR
SOLICITATION REQUESTS/INFORMATION -- The solicitation and any
